Puget Sound Energy’s Applications Department is looking for a Senior Applications Development Analyst with a specialization in GE SmallWorld to join our GE Application support team! This position will design, develop, modify, debug and evaluate Smallworld applications for PSE’s applications department in support of both the the Outage Management System (OMS- GE PowerOn) and the Geospatial Information System (GIS- GE EO and GDO). This individual will be able to analyze simple to complex business problems, provide alternative options and workable solutions. This role provides technical expertise in identifying, evaluating and developing systems and procedures that are cost-effective and meet user requirements. This will involve analyzing existing programs or formulating logic for new systems, devising logical procedures, preparing flowcharts, performing coding and testing/debugging of programs. There will be opportunities to participate in hardware/software selection, and vendor selection. This includes participation in business strategies, objectives and drivers. The Senior Application Development Analyst will also help devlop and Deply futrue syste enhancements and upgrades..

MINIMUM QUALIFICATIONS / KNOWLEDGE / SKILLS / ABILITIES
* Bachelor’s degree in Computer Science, Industrial Engineering, Business Administration or equivalent hands-on experience.
* General IT experience: 6+ years IT experience, including several years of systems development experience in the design and development of department-wide or enterprise-wide applications.
* Detailed understanding and 5+ years programming languages (specialized technical requirements as shown in attachment) and strong knowledge of office applications (e.g. Microsoft Office).
* Possesses full technical knowledge of phases of software development life cycle.
* Experience with at least two full life cycle implementations of a new application or purchased application.
* Extensive knowledge of multiple languages, i.e (specialized technical requirements as shown in attachment) environment, active business processes, business areas, as well as industry.
* Knowledge of systems and/or business analysis design concepts. Demonstrated proficiency in the applied use of systems and process analysis tools. Full system life cycle experience, including development lifecycle methodologies.
* Demonstrated understanding of Structured Query Language (SQL).
* Ability to facilitate interactive design and functional specification sessions.
* Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills.
* Strong analytical problem-solving, and conceptual skills.
* Demonstrated project management skills for moderate sized projects.
* Must be a “team player” able to work with management in developing and implementing new processes and enabling systems. Able to work with end user groups to define application needs and identify feasible solutions.
* Proactive, self-motivated with the ability to motivate others and a customer-focused service attitude.
* Good organizational skills, with the ability to meet objectives and effectively multi-task.

DESIRED QUALIFICATIONS / KNOWLEDGE / SKILLS / ABILITIES
* An analytical approach to problem-solving, coupled with the ability to conceptualize systems.
* Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills.
* Experience with and ability to easily navigate through either SQL Server or Oracle DBMS.
* Experience with and ability to easily navigate through either IBM AIX or Microsoft Windows Server.
* Experience working with HP Quality Center for testing management and monitoring.

Job Responsibilities GE Magik
* Diagnoses complex problems, develops and implements GE Smallworld (from list below) environment solutions.
* Programs complex application components (analysis, design, development and implementation of solutions) based on functional and/or technical requirements in the GE Smallworld Magik environment.
* Assists project manager in scheduling and budget tasks.
* Has working knowledge in at least one GE Smallworld (from list below) functional module and high level knowledge in other modules. Resolves moderately complex production issues.
* Serves as a resource to Business Analysts, GE Smallworld Configurators, and other developers in designing, programming and implementing a GE SmallWorld module that supports the company’s business and operational needs. Provides leadership and guidance to subordinates.
* Deep understanding of project and software development methodologies and processes and may assist in aligning the process with project needs.
* Develops and maintains scope and objectives for internal systems requirements as defined by the organization inclusive of GE SmallWorld modules and affected applications, to allow for programming business rules into said systems.
* Maintains advanced knowledge of their assigned technical area in GE Smallworld (from list below) environment, as well as knowledge of active business processes, business areas and utility industry.
* Able to accurately estimate work effort based on functional or technical specifications.
* Tailors the development process to meet the project needs and assists project manager in scheduling, budget tasks, and defines high-level requirements.


ADDITIONAL TECHNOLOGY-SPECIFIC MINIMUM QUALIFICATIONS / KNOWLEDGE / SKILLS / ABILITIES

* Deep experience with minimum of 5 years hands-on systems experience in Magik and with working knowledge in one or more of the GE SmallWorld Version 4.2 functional modules.
* Demonstrated ability to resolve complex production issues.
* Solid understanding of GE SmallWorld PowerOn/GDO/EO, Magik and advanced knowledge of office applications (e.g. Microsoft Office).
* Experience with at least two full life cycle implementations of GE Smallworld modules and experience in dynamic support environment.
* Deep experience programming interfaces using various transport protocols.
* Ability to work with all levels of the organization, both technical and non-technical.
