L&I Budget Director & Program Manager, Management Services
In this high profile leadership job, there’s a lot of face time with agency executives who rely on your credible budget, revenue, and FTE data to make decisions that influence budget and policy decisions. One of the first things you’ll face is managing the 2015-17 allotment process to ensure funding is available, within appropriations received, moving L&I closer to meeting strategic goals. The challenge for you is that forecasting tools are desperately needed to understand agency spending and FTE trends.
We are 2 years into building a culture of continuous improvements using Lean tools to solve problems, eliminate waste and improve customer service in the areas of budget management, expenditure / revenue / FTE forecasting, and reports to executives. You’ll work with staff and agency leaders to develop a long term strategic direction for L&I that encompass industry best practices and standard internal controls to mitigate risk in purchasing and contracting.

Your success in the first 6-12 months requires you to:
Implement a new strategic direction that strengthens the role of the Budget Office, ensuring credible budget status reports that inform our agency Director
Lead an initiative to develop expenditure and FTE forecasting tools
Develop an agency-wide process to build the 2017-19 biennial budget request
Additionally, you’ll build multi-program and multi-discipline teams to solve budget related issues and respond to questions from OFM, the Governors’ Office, and the Legislature. You’ll facilitate these teams to reach consensus on solutions. You’ll ensure that the agency adheres to our legal requirements in procurement and contracting. Plus, you’ll Lean, coach, and mentor a highly engaged Budget, Contracts, and Procurement staff. You’re responsible for the performance management of 4 direct reports in this program of 23 staff total.
Here’s what we’re looking for:
Bachelor degree in Public Administration, Finance, Accounting, Organizational Leadership or allied field and progressively successful experience managing a state budget or accounting program to achieve strategic results
Several years’ experience managing performance of professional staff in the areas of complex budget development, forecasting, and financial reporting in a state agency
Knowledge and experience with centralized contract management and procurement of goods and services in a state agency
Ability to provide critical analysis of the description and supporting data used to request biennial appropriations from the Governor and Legislature
Experience developing and monitoring budgets for a state agency. Experience developing alterative budget and funding allocations based on projected availability of funds prepared in accordance with Generally Accepted Accounting Principles. Ability to recommend approval, modifications, or disallowance to agency executives
Ability to use statistical formulas to project budget needs and to forecast the availability of funds. Ability to present statistical data in a form that is easily understood by internal and external stakeholders
A basic understanding of Lean principles, experience leading Kaizen events, use of visual management, and sustaining continuous improvement is desired
Knowledge of Washington State fiscal reporting systems including but not limited to: AFRS, BASS, FN System, Enterprise Reporting, HRMS and WEBS
