The Shorelands and Environmental Assistance (SEA) program within the Department of Ecology is looking to fill a Statewide Flood Engineer (Environmental Engineer 5) position. This position will work out of our Eastern Regional Office (ERO) in Spokane, Washington.

This position serves as a senior statewide expert on engineering aspects of floodplain management for the (SEA) Program. As the statewide expert, the flood engineer provides professional engineering services and technical review of flood related projects throughout the state. In eastern Washington (13 counties), the position serves as the (SEA) Program representative to administer the Floodplain by Design, and National Flood Insurance Program (NFIP). The flood engineer also plans, investigates, and proposes solutions to problems that require the research and application of environmental engineering techniques and principles to fluvial systems.

We are looking for applicants who have strong verbal and written communication skills, problem solving skills and have the ability to work with a multi-disciplined group of professionals to address engineering problems and come up with ideas for flood plain restorations.

Some of the key work activities for the Statewide Flood Engineer position are:
  • Serves as the Shoreland and Environmental Assistance (SEA) Program statewide engineering expert for the review of flood related engineering projects, bank stabilization projects, and channel migration zone delineations throughout Eastern Washington, in consultation with the SEA Program Hydrogeologist in headquarters.
  • Reviews professional hydrologic and geomorphic investigations related to floodplain management. Investigates impacts of floodplain development on hydrology.
  • In Eastern Washington (13 counties), serves as the SEA Program Floodplain management section representative for administration of the Floodplain by Design (FBD) and National Flood Insurance Programs (NFIP).The FBD program is a more holistic approach to flood plain management, emphasizing the biological and geomorphologic aspects of stream and estuarine systems.
  • Provides training and education to local government on the National Flood Insurance Program and the state Model Flood Ordinance.
  • Consults with local government on the preparation and review of the Comprehensive Flood Hazard Management Plans, applicable Critical Area Ordinances, and channel migration zone delineations, in consultation with the SEA Program Hydrogeologist in headquarters, and in coordination with a team of professional Ecology staff, other agencies, local and tribal governments and concerned organizations.

We are starting the recruitment process now for this position with the expectation that the appointment (start date) would be effective on or after July 1, 2015.

Required Qualifications
A Master's degree with major study in one of the following engineering fields: hydraulic, civil, geotechnical, environmental, or related field

AND

Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND four years of experience in geomorphology or environmental engineering focused on fluvial systems.

OR

An Engineer-In-Training Certificate or a bachelor's degree with a major study in one of the following engineering fields: hydraulic, civil, geotechnical, environmental or related field

AND

Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND five years of experience in geomorphology or environmental engineering focused on fluvial systems.

Note: A Ph.D. in one of the above engineering fields will substitute for two years of the environmental engineering experience.


Desired Qualifications
Government Experience – experience working for or with a local, state, federal or tribal resource management agency in a planning, program management, policy, or regulatory capacity.

License Requirements:
State of Washington registered Professional Engineering License.
Valid Washington State Driver’s License.

Note: Requirements for registration as a Professional Engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve registration as a Professional Engineer in the state of Washington within six months of appointment to this class.
