The Toxics Cleanup Program (TCP) program within the Department of Ecology is looking to hire a Forms and Records Analyst 2. The position is located in our Headquarters Building in Lacey, WA. The position is responsible for the TCP-HQ central forms and records management system and to ensure compliance with State records management statutes. This position partners with TCP’s Public Disclosure Coordinator to coordinate, retrieve information, respond to, and provide consultation to management regarding public records request under the Public Disclosure Act (Ch. 42.17 RCW). This position gives you the opportunity to use your training skills by assisting staff, training new employees and sharing information with individuals as well as in group setting.

Some of the key work activities of the Forms and Records Analyst 2 include:
Records & Information Management
  • Directs, implements and manages TCP-HQ records management system to ensure compliance with state records management statutes, regulations and policies.
  • Coordinates with agency records staff on the review and development of record retention schedules and records disposition.
  • Coordinates with the management team and program staff on the review of records backlog in order to prepare them for the records center or archives according to retention schedule.
  • Coordinates with Program and Agency Records Officer, on the review and development of record retention schedules and records disposition.
  • Trains and assists with setup of resource mailboxes for staff to place e-mail files related to specific items like rule making and assists staff in organizing central records.
  • Trains and coordinates new TCP employee orientation for records management both electronic and manual.
  • Trains and provides consultation on electronic files and business practices using the vault file structure for public disclosure requests.
Public Disclosure Coordination
  • Acts as lead and coordinates HQ-TCP records cleanup events and processes in partnership with Public Disclosure Coordinator, Administrative Assistant 3 and Administrative Assistant 4.
  • Processes and responds to all public disclosure requests for HQ TCP Program in the absence of Public Disclosure Coordinator and or delegated by Public Disclosure Coordinator.
  • Assists the public in directing informational requests to appropriate program, web pages or staff.
  • Educates staff on public disclosure procedures and regulations, working with staff in defining scope of request and to identify appropriate records or any exempt material.
  • Directs staff in locating records and materials using central files and state archival databases, providing training in disclosure and records management on both an individual and group basis.
TCP Publications Coordinator
  • Works with staff program wide to publish new publications and revision to current publications, assisting with formatting, editing, proof-ready, printing, standard agency procedures and policies and ADA language.
  • Provides and tracks publication numbers.
  • Enters information, factsheets into BiblioMaker.
  • Sends out a monthly “What’s New in TCP Publications” to all TCP Staff.
  • Attends Records Management and Publication Coordinator meetings.
  • Keeps publications organized, maintains publications inventory, and coordinates the copying and mailing of publications to Ecology staff, library, and public.

Required Qualifications:
High school Diploma or equivalent AND three years of experience in forms and/or records management or clerical skills.
