The Washington State Department of Health, Medical Quality Assurance Commission is searching for an innovative and collaborative legal professional with leadership competencies to fill the position of Director of Legal Services (Attorney).

The Medical Quality Assurance Commission (MQAC) regulates physicians and physician assistants. Reporting to the MQAC Executive Director, the Director of Legal Services:

-Manages a professional staff twelve (12), monitoring workload to ensure the work is of high quality and is completed on a timely basis.
-Works closely with the Executive Director of the Commission and other senior managers to develop a long-range strategic plan for the direction of the Commission.
-Assists in developing, implementing and tracking key performance measures for the Legal Unit to ensure the Commission meets specific goals, improves performance, and enhances patient safety in our state.
-Tracks and prioritizes legal unit workload to ensure statutory timelines are met. Monitors and reports on the status of the legal unit’s aged and backlogged cases, identifying solutions to address backlog and workload issues.
-Develops training plans for the Legal Unit’s support staff to ensure they are proficient in their job duties.
-Coordinates Commission Legal Unit efforts with their HSQA equivalent, the Director of the
Office of Legal Services, to ensure good communication and a coordinated approach to protecting the public health.
-Works closely with the Attorney General’s Office to coordinate legal work for the
Commission. This position works with the lead prosecutor to ensure that disciplinary cases are legally sufficient for prosecution and that they are processed in a timely fashion.
-Personally serves on the Legal Exchange Committee, made up of the lead staff attorneys for the Office of Legal Services, the Attorney General’s Office and the Office of Investigation and Inspection. This group discusses high-level legal issues that impact the Department.
-Manages the identification and selection of expert witnesses and ensures cases requiring expert witnesses are meeting case timelines.
-Serves as a contact for all inquiries from the media regarding Commission disciplinary cases and consults with executive management on coordinated response.
-Shares information with staff and fosters a culture of open communication.

Candidate Profile
The Washington State Department of Health is most interested in candidates who meet or exceed the following qualifications:
A Juris Doctorate (JD) from an accredited law school.
Licensed to practice law in the state of Washington.
Three (3) or more years of experience managing a staff of paralegals and attorneys.
Demonstrated experience in the following:
Outstanding communications skills/experience, both orally and in writing, with diverse audiences.
Maintaining confidentiality of sensitive information accessed or discussed in performing the work of this position.
Attention to detail including, producing thorough, accurate documents; identifying and correcting errors; consistently reviewing work to ensure quality.
Advanced-level experience using MS Word to save and edit web pages and work with hyperlinks; create forms using templates, work with form fields, and format and enhance forms; use mail merge to create form letters, modify merged documents, and merge envelopes; set default options, customize toolbars and menus, create cross references, and work with endnotes and footnotes; create tables of contents and compile and update indexes; create, run, and edit macros to combine commands and automate complex series of tasks
Advanced-level experience using MS Excel to develop complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information; create custom toolbars and chart types, and use data analysis tools.

-Using MS PowerPoint to create, format, edit, and run slide show presentations; previewing and printing slides, speaker notes, and handouts.
-Using MS Outlook to compose, send, and respond to e-mail and to coordinate schedules and schedule meetings.
-Query and manipulation of a relational database.
-Internet research and navigation.

The annual range of compensation is between $71,844 and $96,636, depending upon qualifications.
