MISSION:
Housing Kitsap (HK) fosters healthy housing communities by building and preserving safe, decent, and affordable housing for our clients, while ensuring fiscal integrity in all programs administered by the Housing
Authority.
Uses proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment;
Displays initiative to resolve problems and capitalize on opportunities;
Promote cost‐effective use of the organization’s resources;
Communicate effectively both orally and in writing;
Establish and maintain cooperative and effective working relationships with those contacted in the performance of work;
Maintain regular, reliable, and punctual attendance;
Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE:
B.A. in Planning, Sociology, Political Science, Economics, Architecture, Construction or a related field, plus three (3) years progressively responsible experience working with community development organizations; or a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above.
QUALIFICATIONS
KNOWLEDGE OF:
Elements of community process and planning and zoning principles; Residential construction;
Familiarity with basic real estate math;
Familiarity with basic real estate law and/or the mechanics of real estate transactions.
ABILITY TO:
Attend occasional evening meetings.
SPECIAL QUALIFICATIONS:
Possession of, or the ability to obtain and maintain throughout employment, a valid Washington State driver’s license with fully insurable driving record and auto insurance.
PREFERRED QUALIFICATIONS:
Master’s degree in Public Administration, Urban Planning or related graduate degree as suggested above.
PREFERRED KNOWLEDGE OF:
Familiarity with some or all of the following: HUD programs and regulations, LIHTC, tax exempt bonds and other financing, CDBG, HOME, HTF, and Rural Development;
Experience with private and/or public sector housing development;
Direct experience in housing and real estate finance and accounting and financing strategies, as related to housing construction programs;
Demonstrated experience managing and completing complicated construction projects;
Previous budgetary or proforma development and management experience;
Experience supervising professional consulting teams;
Demonstrated experience with development processes, entitlements and feasibility planning;
Demonstrated verbal and written communication skills including public speaking; Demonstrated negotiation skills.

Constant fine finger manipulation and use of hands and arms in reaching/handling/fingering/grasping while operating office equipment and computers, preparing written documentation, handling paperwork, etc. Frequent sitting, may be extended at times, while doing desk activities. Frequent bending/twisting at waist/knees/neck while working at desk, worktable, or moving from sitting to standing position. Frequent standing in combination with walking (short distances) throughout work shift in office areas; standing may be extended at times. Occasional lifting/carrying up to 30‐pound file boxes, documents, etc. Occasional pushing/pulling force up to 20 pounds opening doors, drawers, and moving materials. Occasional climbing on step stools, ladders, and stairs. Works primarily indoors in an office environment with low noise levels with occasional travel from site to site for attendance at meetings.
