DUTIES:
The Budget Director main purpose is to manage all aspects of the budget for the Department of Early Learning (DEL). This position is to strategically manage the agency $480 million biennial budget and is designated as the principal assistant for financial reviews and analysis for the Chief Financial Officer. This position is responsible for development of internal controls, processes for ongoing monitoring and fiscal accountability. This position oversees the preparation of the fiscal notes, and makes recommendations to the Chief Financial Officer and executive management on agency-wide fiscal issues and the agency’s supplemental and biennial budget. This position represents the budget office in addressing budget and policy issues and legislative requests with the agency's government relations office, Governor's Legislature, OFM, and public makers. Ensures alignment of the agency's budget with the DEL's Strategic Plan and other priorities. This position supports the mission of the agency through effective financial management to reduce the agency’s financial risks thereby allowing the agency to efficiently carry out its services to the public.

The Financial Services Unit ensures operational effectiveness and financial stability of the agency, financial compliance with statewide regulations and fulfillment of statewide reporting requirements in addition to performing agency-wide financial activities. This position reports to the Chief Financial Officer (CFO).

QUALIFICATIONS:
DEL is most interested in candidates who meets or exceed the following criteria:
Bachelor’s or Master’s degree in accounting, finance, budget, public administration or closely allied field and at east three years experience in budgeting/accounting which includes budget development. Experience should include: budget and allotment preparation and management reporting, preparation of budget projections and completing analysis on budget related information, use of state budgetary and financial systems including TALS, BDS, CBS, SPS, Enterprise Reporting.
Experience conducting legislative bill analysis and preparing agency fiscal notes.
Experience projecting fees in a self-supporting budget environment.
Experience presenting budget information to Executive Leadership and legislative staff.
Ability to oversee staff work and coach, mentor and lead staff.
Proficient in Microsoft Excel, Word, PowerPoint and Outlook.
Effective oral and written communication skills.
Ability to manage multiple projects and meet deadlines.
Ability to collaborate with others to produce timely and effective results.
Ability to interpret budget policies and procedures for staff and other administrative personnel; recommend changes to policies and procedures: advise executive management, staff and other administrative personnel, representatives from other state agencies, and various committees regarding the implementation of fiscal legislation and agency policies and procedures.
Ability to speak on behalf of the Chief Financial Officer to other departments, OFM, legislative staff, and outside agencies to explain, justify, and defend agency programs, polices and activities: negotiate and resolve sensitive, significant and controversial issues.
