DESCRIPTION:
The Department of Social and Health Services (DSHS), Behavioral Health and Service Integration Administration (BHSIA) is seeking a seasoned, dynamic, motivated, and culturally competent Budget & Finance Director. The position is located in Olympia, Washington.
About the Behavioral Health and Service Integration Administration
With a mission to transform lives by supporting sustainable recovery, independence and wellness, the Behavioral Health and Service Integration Administration provides preven­tion, intervention, inpatient treatment, outpatient treatment, and recovery support to people with addiction and mental health needs. The administration is organized into two divisions and three state hospitals that together served over 349,000 clients in the last biennium.

DUTIES:
An Opportunity for Innovation
The Senior Financial Officer will lead a collegial and motivated team of approximately 30 staff. The successful candidate will serve as a leader for BHSIA's financial services programs and enterprise risk management activities. This includes oversight and analysis of operating and capital budgets, accounting, loss prevention, auditing, contract services, and capital asset management for BHSIA.
This is an opportunity to support successful implementation of our strategic plan, addressing the financial aspects of key strategic goals, allowing the administration to better support children, their families, and adults with mental illness, addictions and complex care needs. The successful candidate will provide independent financial management, analysis and support to the Assistant Secretary and executive management team, holding the responsibility of ensuring
that the administration manages its resources in compliance with state and federal requirements.
BHSIA is engaged in very innovative projects, so naturally we are seeking a very innovative leader who can see these projects through to successful implementation while working in a dynamic and collaborative environment.

Senior Financial Officer Role
This position accounts for all financial resources in the administration's programs, including developing budgets for federal, state, private and other grant funded projects. As an advisor, this position provides independent financial analysis to the Secretary’s Executive Leadership Team and serves as a liaison between the DSHS central budget office, the Office of Financial Management, the State Auditor’s Office, federal auditors, and appropriate stakeholders.
This is the highest budget and finance position in the administration, with the primary role to provide leadership in budget, financial and management services to support the mission and goals of BHSIA. This includes providing exceptional guidance and oversight for major functional areas including biennial and supplemental budget development and oversight, preparation of fiscal projects, accounting, audit, and participation in provider rate development for DSHS funded behavioral health services.

The Senior Financial Officer recognizes and identifies risks, applies best practices and ensures consistency across the administration in budget and finance operations. This leadership position applies an enterprise risk management approach to develop policy, guidelines, and monitoring tools in order to identify and protect the personnel, property, reputation and financial assets of the administration.

QUALIFICATIONS:
Successful candidates will have a Bachelor's or Master's degree in business, preferably in accounting or finance, and eight to ten years of progressively responsible budget and accounting roles within healthcare, corporate or agency environment.
Desirable experience includes:
Demonstrated experience in working with multi-resourced budgets and complex accounting systems, ability to set priorities in a fast-paced multi-faceted environment; effective communication and team-building skills and understanding of complex organizational governance.
Experience in state agency or healthcare environment strongly preferred.
Demonstrated experience working in and fostering a diverse employee environment.
CPA certification.
Knowledge of state budgets and institutional experience with budget fiscal modeling.

SUPPLEMENTAL INFORMATION:
This position is overtime exempt. The schedule is Monday to Friday, yet evening or weekend work may be needed on occasion. Travel is occasionally required to attend meetings or training.
