Senior Project Manager
Fulltime – Permanent Olympia, WA
The Health Care Authority (HCA) is Washington’s largest health care purchaser, responsible for providing comprehensive health coverage to more than 2 million residents through the Public Employees Benefits and Medicaid programs. The agency provides health purchasing leadership, benefitting both public and private sectors with a focus on moving the health delivery system away from volume toward higher value and better outcomes.
The Olympia office is located in downtown Olympia, within walking distance of shops, restaurants, bus lines, and less than one (1) mile from the freeway.

Position Objective:
The Project Management Office is looking for an operational leader to join their team in support of high risk, high visibility, and high impact agency wide projects with broad stakeholder groups within and without HCA.
Recommendations and decisions made by this position may result in shifting of staff and realignment of business processes, resulting in improved efficiencies and delivery of agency support services. Functional interactions with other agencies and critical external stakeholder groups are also affected by the quality of the project manager. The successful candidate will direct and manage agency wide projects affecting all aspects of HCA’s business, including staff, IT development, business processes, statewide policy development, implementation, service delivery, and operational support. Responsibilities also include the planning, staffing, scope, reporting, risk management and change control processes for each project. As such the successful candidate will model ethical and sound practices with the agency’s values in mind; ensuring the alignment of all projects to the mission of HCA.

This position will perform the following work:
Plan, direct, document, report and monitor all aspects of assigned projects.
Schedule, delivery, staffing, scope, quality assurance, reporting, risk, security, and communications strategy.
Utilize advanced management skills and principles, organizational leadership skills and understanding of HCA’s business and technical concepts.
Work and coordinate directly with internal and external stakeholders, upper management, advisory committees, steering committees, executive sponsors, project teams, other state agencies, OCIO and Project Portfolio Management staff.
Develop, implement, and maintain project management plans and planning documents utilizing standard best practice project management processes, tools and templates.
Actively manage issues and risks, providing leadership in the identification, documentation and resolution of project issues and risks.
Prioritize and handle all issues as Project Manager.
Make decisions related to day-to-day operations of the various projects managed, their direction, procedures, communications, operational directives, organization and management.

Qualifications
Required Qualifications:
A Bachelor’s degree and at least three years hands-on experience of managing projects in a wide range of subject areas (such as IT, facilities, service delivery, operational support, or organizational change).

OR

Eleven years of hands-on experience of managing projects in a wide range of subject areas (such as IT, facilities, service delivery, operational support, or organizational change).

AND

Completion of a certificate or other program in project management and/or organizational management. Five years’ experience managing progressively complex projects.
Preferred/Desired Qualifications:
Proficiency in Microsoft Office tools (Word, Excel, PowerPoint, Visio, and Microsoft Project) Ability to manage highly skilled professionals who will aid in the successful implementation and development of various projects.
Project management knowledge, skills and ability to apply project management methodologies, facilitate diverse groups, lead work performed by project team members, and identify and manage project risks. Knowledge of State and Agency IT Portfolio Management policies, HCA mission, programs and systems, Federal and State laws, HCA administrative and contract policies in the area of procurement, and lean methodologies.
Excellent communication skills with the ability to interact effectively with others across a broad spectrum of managerial, administrative and professional staff, write clearly and effectively, and understand and communicate complex information.
