DESCRIPTION:
Consolidated Institutional Business Services (CIBS) which is located at Lakewood, WA has the need to recruit for highly qualified, detail oriented, culturally competent permanent Senior Fiscal Coordinator (WMS) Washington Management Service position located at Western State Hospital in Lakewood, WA.
Core work hours are Day Shift: 8:00am to 5:00pm, Mondays through Fridays. Scheduled days off are Saturdays and Sundays.

DUTIES:
Your role within the organization
The Senior Fiscal Coordinator will be providing accounting, financial reporting, procurement, warehousing, and similar services to eight Western Washington institutions. This position will coordinate fiscal functions for the Mental Health Division (MHD) institutions under CIBS and manages staff and is to provide budgetary and expenditure information as well as any other management reports that is required. This position will be reporting to the CIBS Finance Manager.
The Senior Fiscal Coordinator will be managing thirteen professional fiscal staff within the CIBS who are located at the Mental Health Division institution home teams. The successful candidate will be responsible for fiscal reporting and management activities of an estimated $200 million annual budget for the Mental Health Division institutions. Will be analyzing allotment/expenditures for the Mental Health institutions and reports information to administration leadership and superintendents.

QUALIFICATIONS:
The successful candidate will poses the following required qualifications
This position requires a Bachelor’s Degree in the field of finance, accounting or business; (3) years supervisory experience in a fiscal office; AND (3) year’s in high-level fiscal reporting or budget experience.
The successful candidate will poses the following desired qualifications
· A Master Degree in accounting, finance, business administration, or related field.
· Knowledge of management principles and sound business practices, including expert status in the theoretical and practical applications of a broad range of complex fiscal and legal criteria governing department activities including GAAP, state and federal laws/regulations, contracts, etc.
· Must have experience providing guidance and consultation to professional financial staff to meet the objectives of CIBS and DSHS.
· Ability to demonstrate strong evaluative and diagnostic thinking in regard to varying complex problems, systems, policies, law, to include the short and long-term impact on the agency.
· Excellent research and resource skills in order to obtain vital information for the management of assigned programs in accordance with federal requirements. Ability to provide clear and accurate financial reports to executive managers and provide recommendations.
· Ability to work independently and with minimal managerial guidance, taking initiative to identify, investigates, and takes corrective action on all assigned or Ad Hoc projects.
· Ability to manage multiple projects and accomplish objectives within given time constraints.
· Excellent communication (oral, presentation, and written) skills in order to translate and explain complex technical fiscal issues.
· Ability to establish and maintain a strong rapport with individuals both inside and outside the agency to include, OFM consultants, other state financial officers which are contacted to obtain and share information relevant to DSHS, and many other miscellaneous contacts.
· Must have excellent written and verbal communication skills and must be able to interpret and present complex information for broad audience use.
· Must be proficient in Microsoft Excel and Word and with Washington state fiscal policies,
systems and data.
