Program Description:

The Family Preservation System provides an integrated and flexible array of strengths-based therapeutic services and supports to families and children with complex therapeutic needs. Family Preservation Services are delivered primarily in the client’s home or community and are designed to reinforce the strengths of the family to prevent the out-of-home placement of a child or prepare for the return home of a child from out-of-home care. Services focus on empowering the family to effectively use their strengths and abilities to address their needs and challenges with the primary goals of supporting them to become self-sufficient and to strengthen their relationships with community and natural supports that can sustain their long term success.
Position Description:

The Foster Home Licensor is responsible for the safe placement of children in licensed foster homes on behalf of the organization, to include both respite placements and regular placements. Additionally, the Licensor is responsible for the recruitment, training, licensing, and monitoring of foster homes. This role represents CCS in the community in various ways, including recruitment activities, is responsible for training of new foster families, support and training of currently licensed foster homes, and acting as a liaison between the agency and other organizations such as DSHS. This position is an important, integral part of the collaborative team environment of children’s programs to mitigate risk and ensure that children receive the best care possible.
Essential Functions:
 Ensures the safe placement of children in licensed foster homes, including both regular and respite foster placements. * Complete in-depth process of risk analysis in addition to balancing all variables; child’s needs, foster family capacity, foster family strengths/current issues, match between child and all children and adults in foster home, nature of the safety plan, etc. * Gather accurate and up-to-date information around risks, history, behaviors, etc. prior to making placement decisions and present to supervisor for approval. * Coordinate with DCFS social worker around placement decisions, and ensures Placement Checklist is completed and signed by DCFS SW and received by CCS prior to placement. * Consult with the clinical team/case managers regarding appropriate placements, additional clinical information, risk issues and safety planning. * Maintain knowledge of all children in each home at all times. * Work in tandem with all case managers to ensure all placement protocols are followed. * Other duties as assigned. Recruit, train, license, and monitor foster homes including ongoing training and support for foster parents. * Collaborate with other agencies in various recruitment efforts. * Visit prospective foster family homes to assess their readiness and ability to care for one or more children in need of temporary foster care. * Plan and participate in regular Caregiver Core Training and ongoing foster parent training sessions, both at CCS and with other agencies.
* Be available for emergency contacts by foster parents via home, office or cell phone numbers, and offering other kinds of support to them in times of need. * Other duties as assigned. Act as licensing liaison between Catholic Community Services and other agencies, including DCFS and the Division of Licensing Resources. * Represent CCS at licensing meetings with other child-placing agencies (CPA) and community organizations. * Communicate the information shared at meetings with CCS staff. * Establish and maintain good working relationships with colleagues from other Child Placing agencies. * Work with DLR and DLR CPS as needed when there are investigations/concerns reported about CCS foster homes.
Job Requirements:



* Master’s degree in social services or mental health field. * 2 years’ experience in a children’s social service environment with a basic understanding of the foster care system. * Knowledge of family systems approach, with capacity to make appropriate assessments in regard to placement of children in foster homes. * Be able to function well within an interdisciplinary team. * Must have the ability to communicate both orally and in writing. * Must have reliable transportation, valid driver’s license, automobile insurance and provide current auto registration. * Must have an acceptable driving record per CCS’ driving policy (required to provide current driving abstract). * First/Aid CPR certified or the ability to become certified within the 1 month of employment. * Proof of negative TB test within past 12 months and ability or test within first six months of employment. * Applicant must successfully pass required background checks prior to an offer of employment. * Registered Washington State Counselor (HIV/AIDS training required). * Be committed to developing and safekeeping a workplace which values and supports a culturally diverse environment. * Ability to work both independently and as a member of a team. * Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services. * Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations. Preferred Qualifications * Training and experience in public speaking and teaching. * Foster Home Licensing or case management experience with children in care. * Knowledge of Washington State child welfare regulations and procedures.
