Olympic Corrections Center (OCC)
The Department of Corrections is seeking a highly motivated and qualified individual for the position of Fiscal Analyst 5 with the working title of Local Business Advisor at Olympic Corrections Center on a full time, permanent basis.
Olympic Corrections Center (OCC) is a 381 bed male facility located near the Hoh Rainforest. This facility houses minimum security offenders and offers Treatment Work and Vocational Programs to help ready offenders to transition back into the community. OCC also has outside work crews to serve the community as well as fire crews that work alongside Department of Natural Resource employees.
The Department of Corrections (DOC), as a partner in the criminal justice system, enhances public safety, administers criminal sanctions and programs in accordance with the law and provides leadership for the future of corrections in Washington State. The Department consists of the Office of the Secretary, Prisons Division, Community Corrections Division, Administrative Operations Division, Health Services Division, Communications Department and Risk Management Department.

DUTIES:
This position acts as the business manager for OCC. This position manages the institutional business and warehouse. As such it provides support services to the Superintendent and institution department heads. Through budget strategy and development, this position has the pervasive and direct effect upon the institution operations. As the principal financial adviser to the Superintendent, this position provides input and technical support for a broad range of activities and initiatives. It is responsible to integrate the work of the Superintendent and other institutional managers, within the agency processes developed for budget development, budget projections and identification of savings/cuts. There are no prescribed rules imposed on the local development processes and will require collaborative efforts for success.
The successful candidate will:
Be responsible for managing and administering a comprehensive program in accordance with agency policy, WAC’s CBA, the laws.
Plan, Coordinate and administer efficient and effective business services to include accounting, payroll, purchasing, offender banking, and warehouse.
Budget Development and expenditure Management.
Assist in policy development; reviews draft policies.
Develops facility Operational Memorandums (OM) as required in policy.
Develops local business and warehouse procedures and practices.
Takes appropriate action when/if accounting, purchasing, internal control or legal compliance issues are identified.
Consults with Superintendent and institution department heads.
Member of the institution management team, along with Superintendent, Correctional Program Manager, Lieutenant, Food Manager 3, and Human Resource Consultant 3.
Participates in lean improvement teams (may also direct or lead team).
Member of regional Business Management Team.
Essential functions and significant responsibilities of this position include:
Working knowledge of governmental accounting and budgeting.
Working knowledge of local fund accounting, including financial statements, bank reconciliation and budgeting.
Working knowledge of the principles of internal control.
Extensive working knowledge of Collective Bargaining Agreement articles related to compensation, leave and overtime.
Working knowledge of AFRS, Enterprise Reporting (Fastrack) or AFRS toolbox, ALF, EIS, and ATLAS.
Ability to coach and mentor others.
Working knowledge of the principles of procurement, delivery of goods, and warehousing.
Ability to work in a fast-paced and changing environment.
Ability to work on a variety of issues and tasks, work with rapidly changing priorities and competing deadlines.
Ability to work toward achieving collaborative solutions.
Ability to effectively communicate concepts, directions and decisions in a manner that is understandable and appropriate to the intended audience.
Develop plans and measurement for accomplishment of objectives; meet identified time-frames and commitments.
Ability to balance and prioritize assignments and projects from two or more managers.
Demonstrate high, uncompromising ethical standards of personal professional conduct and act with integrity and honesty.
Plan, lead, organize and control the work performed by the organization. Ensure appropriated and optimum use of the organization’s resources and enhance the employee effectiveness through timely appraisal and professional development.
QUALIFICATIONS:
Required Qualifications:
3 years professional accounting experience.
3 years supervisory and lead work experience dealing with issues such as coaching, mentoring, training, and corrective action.
18 quarter or 12 semester hours educational classes in accounting, auditing or budgeting, (obtainable within 6 months of employment) from an accredited college or university whose accreditation is recognized by the U.S. Department of Educations or the Council for Higher Education Accreditation (CHEA). If registered for a qualifying class meets this requirement, it will be in condition of employment to show completion at the end of the semester.
Preferred /Desired Qualifications:
Bachelor’s degree in Professional Accounting, Business Management or related field with 18 quarter or 12 semester hours educational classes in accounting, auditing and budgeting from an accredited college or university whose accreditations is recognized by the U.S. Department of Education or the Council for Higher Educations Accreditation (CHEA).
