DESCRIPTION:
Children's Administration is currently recruiting for a dynamic, motivated, and culturally competent Fiscal Analyst 4 - Fiduciary Supervisor with the Division of Children and Family Services office located in Seattle, WA.
DUTIES:
This position serves as a first line Regional Fiduciary Supervisor and exercises independent judgment in interpreting and applying rules and regulations to disburse, reimburse, recoup, and resolve fiscal problems in accordance with Generally Accepted Accounting Principles (GAAP), RCW,
WAC, and Children's Administration policy and procedures. Incumbent is responsible for supporting Headquarters' in assuring payment integrity is maintained in their area of responsibility. Supervises professional fiscal staff involved in performing accounting, budgeting, auditing, and other fiscal review and analysis. Trains and develops professional subordinates in fiscal matters and procedures; provides technical support and training to field fiscal staff for accounting related activity and financial systems. Supervisor may carry a small payment case load.
QUALIFICATIONS:
REQUIRED EDUCATION AND EXPERIENCE
A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
OR
Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting AND three to four years of relevant professional experience. Professional experience may substitute for education but not for the credit hours.
Desired Skills and Abilities
At least one year experience supervising a professional staff involved in performing accounting, budgeting, auditing or other fiscal review analysis
Knowledge of SSPS/FamLink payment system
Knowledge and/or ability to interpret GAAP, DSHS policies, RCWs, WACs, and procedures associated with client, provider and contractor payments, specific to Foster Care and various Children's Administration placements and payments
Ability to train and develop professional subordinates in fiscal matters and procedures; provide technical support and training to field fiscal staff for accounting related activity, specific to the
FamLink system
Ability to use spreadsheet software, such as Microsoft Excel, to create, modify, print, and format spreadsheets, find and replace data and work with basic formulas and functions
Ability to use financial systems such as FamLink, Web Connect, Treasury Management System, and Enterprise Reporting for Inquiries, research, and analyzing reports
Ability to effectively convey ideas and information in writing using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the reader; communicate with management, peers, clients, and the public as required while carrying out the assigned duties of the position in a professional manner
Ability to use data and information in a clear and rational thought process to assess and understand issues, evaluate options, and form accurate conclusions
Ability to accurately document information or update records so that they reflect the most current information and form a complete and understandable account of the changes, decisions, activity, and work performed
Ability to accurately choose from and utilize a variety of mathematical techniques to formulate conclusions or solve practical problems; responsibly and accurately handles the public's money when processing financial transactions
Consistently follows applicable fiscal guidelines, regulations, principles, and standards
