Deputy Director

DESCRIPTION:
The Liquor Control Board (LCB) is announcing an opportunity at the headquarters office in Olympia, WA for the Licensing and Regulation Deputy Director position. This exempt, full-time position reports to the Director of the division and manages, supervises, directs and coordinates the activities and operations of licensing and regulation throughout the agency. As the Deputy Director you will be responsible for strategic planning and determination of the goals and objectives of the division to ensure they align with the mission and vision of the agency.
DUTIES:
This position requires effective use of advanced leadership, management and technical skills. The ability to effectively work with employees, members of other divisions, the board, law enforcement agencies, bargaining units, industry licensees, stakeholders, legislators, customers, and the public.
Serve as primary contact for oversight of and management of professional staff for effective implementation of programs, expenditures and programmatic resources targeted to licensing efforts.
Review proposed policy innovations, provide legislative and policy support and oversee implementation of new programs affecting the division.
Work directly with the director on policy and strategic development on innovations that may enhance division’s service delivery.
Manages people and is responsible for communicating performance expectations, creating goal alignment, integrating project and change management, giving and seeking feedback, providing coaching, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned.
Incorporate Lean to identify successful metrics for developing processes/tools to ensure alignment of activities to ensure division’s success.
Lead the division’s Lean efforts to improve, develop, and implement process improvements and other efforts.
Lead the division’s Results Washington; develop strategic plans to meet the established goals, manage, update and display the data with charts, graphs and context.
Partner with finance to develop and manage budgets and forecasts.
Comprehend, interpret and apply laws, rules, regulations and procedures affecting operations.
Responsible for high quality interactions and clear and consistent communications with agency divisions, department and external partners. The position requires the selected individual to be both creative and collaborative to be successful.
On occasion, this position will require travel and work irregular hours.
The deputy director will act on behalf of the director in their absence, serving as the designee. Fulfill other duties assigned by the director.
Prepare, present and recommend statewide policy and procedure changes where such decisions require consideration of both tactical and strategic outcomes for the division.
QUALIFICATIONS:
Required:
Applicant must have a bachelor's degree from an accredited college or university in business administration, public administration, business management or related field.
Required Experience and Competencies:
Minimum of five years working in the public sector.
Six or more years of experience in supervising staff to include training, coaching and performance evaluations.
Five years of progressively responsible interpretation and implementation of complex regulatory statues and regulations. Five years’ experience in strategic planning principles.
Two years’ experience implementing new initiatives and/or programs.
Excellent written and verbal communication skills.
Experience in successfully developing and implementing new programs.
Experience in comprehending, interpreting and applying federal, state and local laws, codes and regulations and policy and procedures. Proficient in effective budget management.
Desired Experience and Education:
Master’s degree from an accredited college or university in business administration, public administration, business management or related field.
Seven or more years of experience in higher level management positions. (Assistant Director level or higher) Experience supporting and leading Lean principles and mindset.
Ability and desire to support a customer service environment.
