State of Washington Dept. of Enterprise Services invites applications for the position of:
Senior Business Manager WMS3 (03974)
SALARY: $6,250.00 - $7,500.00 Monthly
$75,000.00 - $90,000.00 Annually

DUTIES:
This position supports the Assistant Directors for the divisions of Facilities Planning and Management, Real Estate Services, and Engineering and Architectural Services by creating business processes to develop and maintain the fiscal health and business viability of program areas in these divisions. This position provides detailed budget and fiscal analysis and makes business recommendations that will affect the level of service received by the customers of the three (3) divisions.
Key duties and tasks include:
Business Planning and Development:
Develops business plans, financial models and tracking metrics to inform and guide decisions by the Division Assistant Director (AD), and program managers to ensure professionally and sustainably operated programs. Directs and provides support of the Divisions to ensure that quality, reasonable, and timely plans are produced. Monitors and compiles monthly data as to objectives achieved and changes to the plans.
Leads the effort to review rates and financial positions to ensure that rates cover the cost of providing service. When they do not, partners with Budget Analyst and recommend revisions to rates and/or methodology.
Leads the effort for the development of the operating budgets for all three divisions. Ensures quality and completeness of Decision packages. Creates business models to determine the fiscal viability of new proposals.
Works collaboratively with the FMP AD and Asset Management Program Manager in the development of the capital budget for DES owned buildings. Ensures quality and completeness of C2s, C100s, and all ancillary capital budget items, deferred backlog plans, and draft Capital budget narrative.
Works with the Real Estate Services AD to develop and update fee structure and coordinates the relevant proposals to work environment.
Implements and monitors Capital Budget and recommends adjustments to Managers and works with Budget Office for submission to Office of Financial Management (OFM) example, draft letters for transfers etc., Develops and monitors performance metrics and supporting data to ensure objectives are met and make recommendations for correction as necessary.
Develops reports and business systems to connect operating activities to financial data. Reviews data on a monthly basis to ensure that data used to develop financial information and operating information is recorded correctly and transferred to Financial Systems correctly. Instills processes to ensure that data is correct; educating managers, supervisors, and staff. Develops exception reports to manage quality of data.
Assists Divisions with developing meaningful Metrics. Reports data to Budget Analyst on monthly basis.
Develops and updates business line proformas. Updates proformas for decision making purposes; impacts of COP’s, Cash etc., for Cap Outlays; analyze changes in operations additions and reductions.
Fiscal & Budgetary Analysis:
Educates the Program on how to read financial reports and what it means to them. Ensures that the Program has participated and has buy-in on the information to create the Budget, Allotments, and CARP model.
Responsible for evaluating fiscal statements; collaborating with the Divisions and Budget Office; recommend corrective action plans, develop, implement, and follow-through to ensure desired results were achieved.
Ensures working with Budget Analysts that assets are timely and accurately recorded so that financial data is correct.
Leads the effort to provide budget office with capital budget spending plans compiled from information provided by asset managers.

Leads the effort to assess the CARP model for all three divisions to ensure model is reasonable and reflects the anticipated expenses for the programs. Ensures that every Manager has reviewed the CARP Model for their area of responsibility prior to allotting. Recommends level of detail to Program Managers and Budget Office for optimum operating information. Informs and guide decisions by Assistant Directors relating to issues and recommended corrections. Reviews of Monthly Reports with Budget Analyst, Assistant Directors, and Managers (tandem with Financial Office).
Interprets Financial Statements and discuss problem areas with Assistant Directors and Managers.
Other:
Analyzes data trends and develop reports, and presentations (verbal, written, and PowerPoint as needed).
Ensures all reports and presentations are of high quality and delivered on time.
Writes, reviews, or edits as appropriate.
Analyzes legislation and prepared reports on the impact to the divisions and the agency.
Educates Divisions and agency leaders on Legislative proposals.
Supports Budget Office, recommending subject matter experts; ensures Fiscal Notes are well read, complete and timely.
QUALIFICATIONS:
Required Education, Experience, and Competencies.
Bachelor degree from an accredited college or university in business, accounting finance or related field, or equivalent experience.
AND
A minimum of five (5) years of progressively responsible, related business management experience with an emphasis on state facility planning, maintenance, public works, and real estate leasing.
Preferred/Desired Education, Experience, and Competencies.
Knowledgeable in the strategic goals and mission of DES and E&AS
Experience working with executive and senior-level policy makers is desirable. Incumbent must be able to see the big picture and impact, as well as the pragmatic business application issues.
Review Legislation: Experience analyzing proposed legislation, regulations, or rule changes in order to determine how an organization’s services could be impacted.
Political Process: Experience with the political/legislative process. This experience may include researching and providing information as testimony before a legislative or other government committee.
Practice understanding of recruitment and performance management practices and strategies.
