About this job:
The Administrative Services Division seeks a full-time Budget Manager to direct, oversee, manage, and administer the full range of activities and services provided by the agency’s budget office. This position is the Chief Budget Officer, the most senior member of the budget professional team and acts as the agency decision authority for determining compliance with statewide budget laws, rules, regulations, policies and practices. The Manager establishes and directs budget activities and provides leadership in financial management practices; provides strategic direction to the agency for the most effective, creative and flexible use of available resources; directs complex budget services for a wide variety of grants, loans and contracts; advises executive management and has influence on decisions made; serves as the primary point of contact for Office of Financial Management and legislative budget staff; coordinates development and review of agency operating and capital budgets; and evaluates and resolves issues of concern regarding budgets and other fiscal bills.
DUTIES:
The successful candidate would be able to:
Approve budgeting and expenditures for all agency programs via allotment development, adjustment, and unanticipated receipt processes.
Develop operating and capital biennial and supplemental agency request budget submittals for presentation to Director.
Review and approve fiscal analysis of proposed legislation (agency fiscal notes).
Analyze and provide feedback on Governor and legislative budget proposals.
Determine allocation of agency administrative and support costs among programs.
Develop, review and approve agency responses to information requests from legislative and OFM budget staff.
Ensure agency expenditures do not exceed appropriation authority limits.
Manage agency expenditures and FTEs through monthly review process and approvals of personnel actions that affect resources and FTEs.
Determine goals, objectives and priorities for the budget unit.
Ensure coordination and communications between budget office and division budget coordinators.
Organize and facilitate weekly/biweekly budget coordinators meetings.
Ensure managers and budget coordinators are informed about Governor and legislative budget proposals and other budget-related matters.
Manage the activities and staff of the budget office team including employee evaluations and unit training needs.
Ensure budget office staff, budget coordinators, and agency managers are trained and informed about budget processes and budget-related tasks.
Oversee development, distribution, and analysis of monthly management reports.
Oversee development and maintenance of internal budget systems and tools.
QUALIFICATIONS:
Required Education, Experience, and Competencies:
Bachelor's degree in accounting, public administration, business administration or closely allied field. Experience managing and leading a staff within a team environment. Able to effectively delegate assignments, provide performance feedback, and maintain open communications among staff that allows for creativity and flexibility.
Proven ability to foster an environment that focuses on quality results while motivating, developing, and supporting staff and encouraging continuous improvement and strong commitment to the principles of trust, teamwork and collaboration.
Experience planning, developing, modifying, and monitoring a large, diverse and complex agency/company budget.
Ability to communicate effectively and solve problems collaboratively and constructively with others.
Ability to communicate complex budget issues to a variety of audiences, both internally and externally.
Skill in planning and directing major projects and work schedules.
Experience with Washington State budget concepts and processes, both Operating and Capital, including legislative processes and practices.
Knowledge of the state budget and accounting systems, including Agency Financial Reporting Systems (AFRS).
Ability to work effectively with OFM and legislative staff. Effective written, oral and public speaking skills.
Preferred/Desired Education, Experience, and Competencies:
Graduate level degree in accounting, finance, business administration, public administration or closely allied field.
CPA license
