DESCRIPTION:
The Washington State Department of Health is searching for an innovative and collaborative leader to fill the position of Chief Financial Officer.
Reporting to the Deputy Secretary for Administrative Operations, the Chief Financial Officer (CFO) serves in a leadership role providing strategic and operational support to the agency. S/he provides overall financial leadership to the agency and executive team and serve as the agency strategic financial expert. The CFO partners with the agency executive team on budget management, fee and cost analysis, forecasting, and the securing of new funding. S/he provides leadership to the Office of Financial Services and has primary day-to-day responsibility for accounting, grants, finance, revenue, contracts, purchasing, facilities management, and fiscal monitoring.
The CFO works with the agency executive team to oversee an agency biennial budget of $500 million dollars, this includes federal, state, and fee funding. In addition, the CFO is directly responsible for a biennial budget of over $11 million and has overall management responsibility for six (6) direct reports, who are responsible for approximately 73 staff.
The CFO will be blazing new trails for the State of Washington as we work to deliver new options for public health system funding. S/he will develop new ways to partner with the Policy Director, Agency Leadership Team, and other partners to identify sustainable funding opportunities for agency and public health work as a whole system and maintaining current funding. And s/he will be a part of building and maintaining successful relationships with other organizations and peers from across the state and nation to stay informed, provide a voice for Washington State, and opportunities to learn from partners. The CFO will develop new relationships to strengthen and increase our financial portfolio.

Candidate Profile
The Washington State Department of Health is most interested in candidates who meet or exceed the following qualifications:
A Bachelor’s degree or higher in Public/Business Administration, Accounting, or a closely allied field. Demonstrated experience, as outlined below, may substitute for a degree.
Licensed as a Certified Public Accountant, is desired.
Demonstrated experience in the following:
o Supervising and/or managing staff in financial management systems.
o Developing and implementing policies, procedures, and practices.
o Complex budget and grant development and maintenance.
o Statistical analysis and reporting.
o Organizational development and strategic planning to support financial management.
o Leading, coaching, and mentoring staff at different levels in an organization.
o Working with statewide systems and the roles of and relationships between state, local, and federal health agencies.
Demonstrated leadership competencies in the following areas:
Communication and Facilitation Skills—demonstrated experience communicating orally and in writing with diverse audiences to explain a wide range of complex public health issues.

Critical Thinking—demonstrated experience considering all variables and ability to sue diverse methodology and resources to effectively assess data to make informed decisions, a s well as valuing visionary and philosophical exchange as part of the critical thinking and decision making effort.

Ethics—demonstrated experience adjusting communications and approaches to diverse audience needs and promotes a diverse workforce within the work environment.
Multi-Tasking—demonstrated experience tracking and monitoring a variety of demands in a rapidly changing environment, as well as being aware of factors in the political aspect that influence the environment.
Coaching and Mentoring—demonstrated experience identifying diverse skills and abilities and building an effective management and supervisory group. Shows effective coaching and mentoring skills that support development of their subordinate staff.
Compensation
This position serves at the pleasure of the Deputy Secretary for Administrative Operations and is exempt from civil service rules and Washington Management Services (WMS) guidelines.
The annual range of compensation is between $73,400 and $125,000, depending upon qualifications.
