We are looking for an experienced professional to serve as the Capital Budget Manager (WMS Band 2) at Parks headquarters located in Tumwater, Washington.

DUTIES:
The Capital Budget Manager is one of two budget manager positions reporting to the Finance, Technology, and Business Services Director. This position is responsible for the preparation and monitoring for the agency's capital budget and will provide back-up to the Operating Budget manager and support to the Executive Leadership Team (ELT) to ensure operational effectiveness and financial stability of the agency.
The incumbent will provide leadership for development and oversight of the agency's capital budget. Responsibilities include planning, coordination, implementation, monitoring and evaluation of the capital budget. This requires long-term strategic thinking in concert with program staff to build a biennial budget and a ten-year capital plan. The position also ensures capital-related allotment and information requests from internal and external sources are answered. This position will work with Office of Financial Management (OFM) and legislative analysts to ensure agency needs and projects are articulated to achieve adequate funding. The incumbent will also work closely with staff in the Parks Program Development division, ELT members, other program staff and external stakeholders regarding capital budget development and related issues.
Duties include:
Prepare and submit capital budget requests to OFM.
Prepare, review and approve the capital allotments (spending plans).
Prepare, review and approve cash disbursements and revenue estimates associated with the capital budget.
Work with program staff on cost allocations; responsible for monitoring monthly expenditures and approving, modifying, or denying needed allotment adjustments. Work with OFM, State Treasurer, legislative, and other external staff resolving capital budget, and related policy issues.
May present information regarding the agency's capital budget to the Parks' Commission, legislative staff, and at legislative hearings and other meetings. Create presentations for use by ELT members.
Create and present management reports and information for use by the programs and agency leadership. Keep agency management informed regarding issues involved with the capital budget.
Work in coordination with Financial Services to ensure acquisition and development grants are cost effective. Review match proposals prior to application and approve match requirements. Review and approve acquisition and development grant awards. Ensure grants pursued by the agency relating to capital projects are legal, worthwhile, viable and feasible according to plans. Ensure spending authority is available to program for grants that are received.
Ensure alignment of the Capital budget with the Agency's Strategic Business Plan and other priorities. Work with capital program to become familiar with agency priorities as they relate to the Capital Program along with approved and requested capital projects.
Participate on agency committees representing the budget office or division as needed. Engage in operating budget activities as needed to ensure understanding of the agency's operations and operating budget. May include direct assignment of a portion of the operating budget work.
Back-up the Operating Budget manager when needed to ensure responsive service from the budget office. May include any aspect of operating budget activities, revenue projections or tracking, or other work performed under the purview of the Operating Budget Manager. Work with Financial Service staff on the agency's Capital Codes list and chart of accounts as it relates to the Capital program and the coordination of grant information.
Create budget projections, and analyze information regarding budgetary issues including understanding and managing overhead and indirect costs and cost allocation processes. Respond to legislative requests and prepare legislative bill analysis and fiscal notes as they relate to the capital program and in support of the Operating Budget Manager on operating budget items.
QUALIFICATIONS:
REQUIRED EDUCATION, EXPERIENCE, SKILLS AND ABILITIES:
A Bachelor's degree with focus on business administration, accounting, or related field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA). And
Five* years experience preparing and monitoring a government organization's capital budget. Experience should include: budget and allotment preparation and management reporting, preparation of budget projections and completing analysis on budget related information.
Two of the five years experience must be in a government budget office preparing and monitoring an organization's capital budget.
Experience presenting budget information to Executive Leadership and legislative staff.
Effective oral and written communication skills.
Ability to manage multiple projects and meet deadlines.
Ability to collaborate with others to produce results.
Proficient in Microsoft Excel, Word, and Outlook.
* A Master's degree may substitute for one year of experience.
* Construction project management may substitute for two years experience.
PREFERRED EXPERIENCE, SKILLS AND ABILITIES:
Two years experience in a state agency budget office preparing and monitoring an agency's or an agency sub-division operating budget.
Experience conducting legislative bill analysis and preparing agency fiscal notes.
Experience forecasting revenues. Experience forecasting fees in a self supporting environment.
Experience in the use of state budget and financial systems including TALS, BDS, CBS, SPS, Enterprise Reporting.
Proficient in Microsoft PowerPoint.
