GENERAL FUNCTION:
Performs advanced-level accounting work which includes financial and general accounting functions within various departments and/or divisions. Under general supervision, employees exercise considerable judgment and discretion in meeting established objectives. This class is distinguished by responsibility for the administration of technically complex accounting-related duties. Performs accounting and administrative duties by preparing, maintaining, and posting complex financial data.
REPRESENTATIVE ESSENTIAL DUTIES AND RESPONSIBILITIES:

Ensures that projects are billed and reported properly, accurately, and that financial accounting records reflect the condition of the City of Bremerton in accordance with generally accepted accounting principles at all times.
Reconciles multiple bank accounts and balances to the general ledger. Monitors banking activity to ensure that transactions are applied to appropriate accounts. Records ACH and Fed-wire initiated debits to City accounts. Tracks outstanding checks. Reviews and posts cash receipts and refunds to the general ledger. Identifies and posts direct deposits and incoming wire transfers.
Maintains the City’s subsidiary receivable systems, such as the General Billing System and LID assessment rolls. Reviews leases for CPI adjustments, preparation of notices and billings, posting of payments, calculation of interest owed and pay-off amounts.
Monitors various financial activities to make appropriate accounting entries and to ensure contract compliance. These may include fiscal agent’s activity, contracted parking enforcement, contracted block grant loan servicing, tenant payments, and golf course revenues.
Prepares periodic reports to other governmental entities.
Provides accounting support for special projects and/or grants.
Prepares monthly General Journal Entries & Labor Distribution Reports.
Initiates purchase order requests. Reviews, verifies, and processes vendor claims for payment.
Composes and proofreads letters, forms, and other documentation using typewriter or computer.

QUALIFYING EDUCATION AND EXPERIENCE (MINIMUM REQUIREMENTS):
Any combination of education and experience equivalent to an Associate of Arts degree in Accounting AND three (3) years of computer applications and accounting experience. Four years of general ledger experience in a municipal accounting position can substitute for one year toward the AA degree in Accounting.
Knowledge of:
• Basic accounting principles.
• Budgeting Accounting Reporting System (BARS).
• Personal computer systems and application software used in word processing, spreadsheets, graphs, etc.
Ability to:
• Communicate effectively, both orally and in writing.
• Maintain effective working relationships with City staff, other agencies, and the general public.
• Operate standard office equipment.
• Work independently.
• Make appropriate decisions.
• Establish and maintain various record keeping and filing systems.
• Perform mathematical calculations and understand financial concepts and relationships.
• Organize and prioritize accounting projects with minimal supervision.
• Analyze and interpret financial data, creating graphs, and reports utilizing data processing spreadsheet and/or database software.

Appraisal of Experience and Education/Training: Application packets will be evaluated on the basis of information provided. Applicant’s education, training, and experience will be assessed. The passing score is 70%. The top 10 applicants will be invited to participate in written/skills examination and oral examination.
Written/Skills Examination and the Oral Examination: A panel will evaluate the applicant’s training, experience, and ability to perform the job.
Placement on the eligibility list is determined by weighted examination scores as follows:
Appraisal of application packet regarding Experience and Education/Training -
Passing Score 70% - Weight 40%
Written/Skills Examination - Passing Score 70% on each exam
Excel - Weight 10%
Oral Examination - Passing Score 70% - Weight 50%
Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.
EMPLOYEE UNIT: Successful applicants will be required to join Teamster’s Local 589 and pay union dues.
