The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Sediment / Pollution Source Control (Environmental Engineer 2) position. This position will work within the Aquatic Lands Cleanup Unit (ALCU) housed in our Headquarters Building in Lacey, WA.

This position serves as a professional environmental engineer to control source contamination onto aquatic lands. This work requires professional-level working knowledge of hydrological principles, environmental engineering, sediment cleanup and source control (e.g. BMP) practices, and laws/regulations including the NPDES Section of the Clean Water Act, the Water Pollution Control Act, the Model Toxics Control Act Cleanup Regulation and the Sediment Management Standards. This position will facilitate and successfully coordinate with site managers and program staff on source control, cleanup, and policy development.

We are looking for someone who has strong interpersonal communication skills, can effectively multitask, and has the aptitude to understand and incorporate complex regulations while differentiating between sometimes discrete site variables.

This position works within the HQ Aquatic Lands Cleanup Unit (ALCU) specializing in sediment cleanup and sediment source control to prevent contamination of sediments, and minimize recontamination of cleanup sites, from contaminated surface and groundwater. The ALCU provides central technical support and regulatory interpretation as well as develops guidance for the implementation of the Sediment Management Standards (SMS), Chapter 173-204 WAC, and Model Toxics Control Act Cleanup Regulation (MTCA), Chapter 173-340 WAC, for all sediment management within the state.

Some of the key work activities include:
  • Conducting independent source control investigations and analysis to assure technical and policy level consistency between sediment source control measures and site cleanups regulated under the SMS and MTCA.
  • Researching, analyzing, developing and using models and draft procedures to control point and nonpoint sources of sediment contamination via NPDES permits (general, stormwater, municipal and industrial wastewater), contaminated ground water, or other upland sources to sediment.
  • Working collaboratively with the TCP upland and sediment site managers to provide professional engineering support.
  • Providing final review of Cleanup Action Plans, RI/FS and related reports for sediment source control purposes, post-cleanup confirmatory monitoring plans and long-term monitoring data to determine the effectiveness of source control measures.

Required Qualifications:
A Master’s degree with major study in environmental engineering or closely related field, AND one year experience in environmental engineering.

OR

An Engineer-In-Training Certificate or a Bachelor’s degree with major study in environmental engineering or closely related field, ANDtwo years of Environmental Engineering experience.


Desired Qualifications:
Working knowledge of the Sediment Management Standards, Chapter 173-204 WAC, and the Model Toxics Control Act Regulation Chapter 173-340 WAC.
Expert knowledge of hydrologic principles for surface water.
Sediment assessment and cleanup techniques, Sediment chemistry and biology.
Strong verbal and written communication, project management and facilitation skills.


Special Requirements / Conditions of Employment:
Initial 40-hour hazardous materials training followed by annual 8-hour refresher.
