DESCRIPTION:
The Office of the Insurance Commissioner (OIC) is recruiting to fill one full-time permanent
position in the Special Investigations Unit. This position works within the Special Investigations
Unit and is responsible for research and/or analytical work involving the determination of
insurance fraud and the preparation of various reports. Work involves sophisticated analysis of
criminal insurance fraud utilizing law enforcement and other data informational systems. It will
require close work with detectives in preparing reports for court testimony.
The OIC is one of the smaller state agencies in Washington State government. We operate under
the direction of the state's Insurance Commissioner, a state-wide elected official. The OIC has a

protection and regulation of the state's insurance industry.

DUTIES:
Analysis of referrals and case information
· Research and analysis of complex criminal investigations involving all aspects of case knowledge and documentation;
· Tracking of facts sufficient for prosecution to include utilizing a case management system. This includes the tracking of information related to informants, witnesses, suspects and assistance to detectives in the preparation of certifications/affidavits supporting criminal charges;
· Analysis of referrals received from sources to determine which referrals meet the elements of a crime;
· Assists state and federal prosecutors during the investigation and any ensuing trial;
· Serves as an expert witness for prosecution at trial and other judicial proceedings;
· Utilizes computer expertise developed through formal training and experience to analyze data informational systems to assist detectives with criminal investigations; and,
· Accounts for potential evidence obtained by search warrant. Is able to organize and present
evidence supporting criminal charges at trial or other judicial proceedings.
Tracking of data
· Consults with state and local agencies at managerial levels regarding the tracking of their specific investigations, and makes recommendations as to investigative linking techniques and sufficiency of evidence;
· Develops statistical information for presentation to agency managers;
· Consults with various agencies to obtain information on illegal insurance fraud activity and to develop programs to detect and deter such activity; and,
· Assists with development of investigative strategies and procedures.
Task Force participation
· Periodically participates in task forces of state, local and federal law enforcement and regulatory agencies in the tracking of potential targets and the conduct of criminal insurance fraud investigations;
· Assists task force members in link analysis and recommendations for documenting criminal investigations; and,
· Provides suggestions to state and federal prosecutors in preparing and presenting criminal
insurance fraud at trial.
Evidence Custodian
· Assists with evidence inventory after search warrants have been served, compiles evidence/property sheets, enters evidence into the case tracking system, maintains the evidence room and supplies, participates in audits, prepares the evidence for trial, releases/destroys evidence; and,
· Updates forms and manuals as requested.
Training of others
· Assists with developing and presenting formal training to insurance companies and their special investigators, criminal justice community and other interested agency professionals in the area of insurance fraud and related crimes.
QUALIFICATIONS:
Required Qualifications
· A Bachelor’s Degree including college-level course work in statistics;
AND
· Two years of work experience as a Research Analyst 2 or equivalent duties/responsibilities.
(Additional qualifying experience may be substituted for education on a year for year basis)
AND
· Ability to successfully pass a fingerprint based Criminal Justice Records Check and background investigation as required to access criminal history information and other law enforcement sensitive data in support of cases and investigations;
· A valid driver’s license;
· Able to testify in criminal and civil court in a competent and credible manner;
· Advanced computer skills, analytical skills and research skills. Ability to learn various analytical computer programs to include case management systems;
· Advanced level user of the Microsoft Office Suite applications including Outlook, Word, Excel and PowerPoint at the following intermediate level;
· Trustworthiness – maintain complete confidentiality on criminal investigations;
· Ability to move or transfer boxes, computers and other evidence weighing as much as 75 pounds;
· Ability to respond to difficult, stressful or sensitive interpersonal situations in ways that reduce or minimize potential conflicts and maintain good working relationships with others;
· Ability to provide expert consultation and presentation of materials to local, state and federal law enforcement agencies;
· Ability to travel both day and night, with occasional trips throughout the state; and, · Ability to prepare and present specialized training.

DESCRIPTION:
The Office of Financial Management’s (OFM’s) mission is to provide accurate and timely information, fiscal services, and policy support that the Governor, Legislature, and state agencies need to serve the people of Washington State. The Forecasting and Research Division supports OFM’s mission by providing high-quality data and objective analyses on key issues affecting the state budget and policy development. Forecasting and Research Division activities include: budget driver and expenditure forecasts, research, and monitoring; population estimates, forecasts, and census data; and statewide economic research to support fiscal planning and economic policy decisions.
This position has been funded for two-years and will conduct senior-level research work with the
Washington State All Payer Claims Database (WA-APCD). It is funded by two grants from the Centers for Medicare and Medicaid Services. The WA-APCD was originally established under Chapter 223, Laws of 2014 and was expanded under Chapter 246, Laws of 2015. Work by this position will support health care transparency in Washington state.
DUTIES:
Identifies research questions and conducts health claims research. In collaboration with stakeholders, identifies health care cost, quality, utilization and outcomes research topics. Develops research proposals and methodologies. In collaboration with the supervisor, evaluates the feasibility of the proposals. Evaluates data sources to use in analysis of research questions. Primary data sources will include the WA-APCD, Medicare claims, and other health care data. Using statistical software, such as SAS, cleans and verifies data, performs requisite analyses and validates analytical results. Describes data, methodologies, and research findings in research briefs and reports. Develops and delivers presentations on project results to diverse audiences.
Identifies/develops health care cost, quality, utilization and outcome measures. Using SAS or other statistical software to analyze claims and other health care data, produces reports that present health care measures for health information consumers. Reports may include time series, geographic, or setting-specific analyses of pricing patterns.
Provides claims data expertise to the WA-APCD project team for fulfilling grant-related activities.
Answers requests from agency and legislative staff, health agencies in other states, and the general public concerning health care price and quality issues. Identifies requestors’ information needs. Assesses availability of requested information. Provides requested information or directs requestors to appropriate resources. Completes other duties as assigned.
QUALIFICATIONS:
Minimum Qualifications
The ideal candidate will have:
Education: Graduate degree in economics, epidemiology, health informatics, statistics, or related discipline from an accredited college or university recognized by the U.S. Department of Education and the Council for Higher Education Accreditation.
Business Experience and Knowledge: Minimum of five years’ experience analyzing health data using SAS or other statistical software; proficiency with data management.
General Work Skills: Must be self-motivated, detail oriented, and able to work independently with little oversight. The candidate we seek is someone with effective time management skills who can prioritize tasks and produce quality work on time. Additional desirable skills include: flexibility to work with ambiguities and contradictions to resolve issues; independent problem solving capability; excellent analytical skills; able to effectively review work products with project team to ensure accuracy and buy-in.

JOB SUMMARY: LeMay-America’s Car Museum’s Education Interns are instrumental in providing outstanding programs for Museum visitors, students, educators, and informal learning groups. The Education Curriculum Development and Research Intern will be responsible for working directly with the education team to research and develop our group visit (field trip) curriculum for school groups for the 2015-2016 school year. In addition, the intern will assist in the development of gallery activities which highlight STEM learning objectives, specifically those relating to energy and alternative fuels. Strong candidates will have experience teaching, knowledge of common core standards, and strong communication skills. Additional knowledge of integrating iPads as platforms for creative learning is desired.
Responsibilities:

JOB SUMMARY: LeMay-America’s Car Museum’s Education Interns are instrumental in providing outstanding programs for Museum visitors, students, educators, and informal learning groups. The Education department is also responsible for the Museum’s Education Resource Center (ERC), a collection of books, periodicals, and print materials showcasing the history and development of the automobile. Materials in the ERC are in the early process of being cataloged and organized. The Education Resource Center Intern will focus on cataloguing items into our FileMaker Pro software. This intern will also assist with developing the scope and organization of the library along with processing donations of new materials. Strong candidates will have an attention to detail and experience with computer programs, basic library cataloguing, and resource organization. Additional experience working with library collections and information science in desired.


DIRECT SUPERVISOR: Education Manager

2. Import data from existing excel files and/or generate new templates and fields.

Our Youth and Family Programs Interns will assist with summer camp, group visits, Family STEM days, and our Family Zone. From marketing to facilitation, interns assist with both preparation and execution of various Education Department programs. Interns lead education group tour visits, workshops, and facilitate informal learning experiences in our Family Zone and galleries. Interns may also assist with administrative duties and developing outreach opportunities. Strong candidates will have experience teaching, good customer service and communication skills, and enjoy engaging all ages. Additional knowledge of iPads and use of applications in creative learning is desired.


DIRECT SUPERVISOR: Education Manager

You will assist in developing capacity in our ability to do economic analyses for agency rulemaking. You will also prepare research briefs on topics involving business and labor economics.
What your success will look like
Independently complete a cost benefit analysis (CBA) and Small Business Economic Impact Statement (SBEIS) for a major rulemaking project.
Demonstrate the ability to work independently and collaboratively with other teams involved in the rulemaking process.
Demonstrate the ability to be an ideas generator and implementer.
What needs to be done first?
To do the economic impact analyses you must become familiarized with major research methods and key databases. You must also be able to quickly gain a working understanding of the subject matter covered by the rulemaking. You will be supported in this process with mentoring from your peers and the customers in the rulemaking programs.
Some of what you will do
Prepare short research briefs on a variety of topics covering business and labor economics.
Help customers answer statistical questions relating to Workers’ Compensation and other areas.

Lead teams of professional level staff performing research and data analysis. Develop methodologies for measurement, estimation and forecasting of economic trends and impacts. Assist with analysis of proposed regulations and perform preliminary analysis to estimate cost impacts to businesses and other involved parties.
Conduct special studies looking at the economic impacts of workers' compensation to both workers and employers. In terms of workers, the studies will involve examining economic issues that touch the lives of those workers who are injured on the job and who are the beneficiary of workers' compensation benefits such as wage replacement and vocational rehabilitation benefits. From the employer perspective, the studies will involve examining the economic impact of the levying of a tax on hours worked. May assist with economic impact analysis and research studying other program areas at L&l such as Fraud, Contractor Compliance and the Division of Occupational Safety and Health.
Assist with peer review.
What we’re looking for
A master's degree or higher in economics, public finance, statistics, physical, biological or health-related sciences or closely allied field and 2 years of professional experience conducting research or economic analyses. Experience or graduate-level training in cost-benefit analysis.
A PhD in economics or PhD candidate in the last year of study in the field of economics is highly desirable.
Recent graduate-level training in econometrics, mathematics, statistics and finance is highly desirable.
Experience preparing cost benefit analyses and small business economic impact statements in compliance with the requirements specified in the Administrative Procedures Act and the Regulatory Fairness Act is highly desirable.
Experience with programming logic and extracting data from a data warehouse or large database is highly desirable.
Experience manipulating datasets with a statistical package such as SAS, SPSS or STATA is highly desirable.
Publications in peer-reviewed journals in the area of economics or statistics, is highly desirable.

Center for Urban Waters- Summer Internships

The University of Washington Tacoma has several internships for energetic undergraduate students at the Center for Urban Waters, a collaboration among UW Tacoma, the City of Tacoma, and the Puget Sound Partnership.  These paid positions are an excellent opportunity to gain valuable research experience working side-by-side with environmental professionals engaged in significant regional projects.  Currently enrolled students and recent graduates with strengths in fields such as environmental science and engineering, social sciences, public health, mathematics, GIS, computer science, environmental studies, and technical communications are encouraged to apply.

Eligibility and expectations

The Urban Waters Summer Intern Program is open to current undergraduate students and recent graduates from any UW campus, as well as other colleges and universities.  Interns must commit to working a minimum of 200 hours at $12/hour over the course of the summer (mid-June to mid-September). Specific duties will vary depending on the project to which an intern is assigned, but may include work in a laboratory, office, or outdoor setting. Projects are not limited to the ones described below. Interns will be required to attend an orientation on June 8th.  The summer experience will conclude with an opportunity for interns to present the results of their work on September 17th. Interns are responsible for their own transportation to and from the Center for Urban Waters in Tacoma. Scientific research positions

Research interns will be placed within a number of ongoing research activities, including:

A. Environmental social science

The Environmental Social Science intern will help with cleaning data and basic data analysis for a project with the Quinault Indian Nation looking at cultural ecosystem services.  The intern must be proficient in Excel.  Ideal candidate would have had a class in statistics.  There may be an opportunity to travel to the Quinault and work with local resource managers as part of the project.

B. Environmental fate of trace contaminants

The summer intern will assist with experimental design, performing laboratory-based research on contaminant fate (photolysis and soil column transport), and laboratory analysis of trace contaminants using LC/MS/MS and LC/QTOF instrumentation.

C. Multivariate analysis of water quality data

The intern will develop and apply pattern recognition techniques to explore spatial and temporal patterns of pollutant sources in surface waters and sediments.

D. Detecting wood smoke in indoor air

Validation of a sampling and analysis method to measure ambient levels of the wood smoke tracer levoglucosan in residential air.

E. Genetic screening of the Thea Foss microbiome

Intern should have knowledge of, or interest in, genetic sciences (RNA/DNA fundamentals).

F. Support method development for highly advanced analytical instrumentation

The Center for Urban Waters is home to one of the region's only QTOFs - an Agilent 6530 quadrupole-time of flight tandem mass spectrometer (QTOF) interfaced with both liquid and gas chromatographs (LC-MS/MS, GC-MS/MS).  Interns will assist with the extraction of biological tissues, sediment, and/or water samples in conjunction with developing analytical methods.

Web communications positions

Website interns will contribute content to the Encyclopedia of Puget Sound , the flagship publication of the Puget Sound Institute.

G. Historical document archive

Populate an improved archive section on the Encyclopedia of Puget Sound featuring historical reports and archival information relating to Puget Sound science and recovery. The ideal intern will have a broad understanding of science publications and interest in web content management.

H. Shoreline habitat imagery collection

Using publicly accessible, georeferenced photography collections, gather and publish images featuring shoreline habitats described in the Encyclopedia of Puget Sound.  Requires familiarity with image editing, Washington state shoreline geography, and web content management.
