The Public Transportation Division (PTD) is looking for an organized, detail oriented, self-motivated person to help to support these missions by performing critical program evaluations for public transportation projects funded by Federal Transit Administration (FTA), Federal Highway Administration (FHWA) and state dollars. The selected person will have the chance to work with different parts of the agency to ensure that the coordination and analysis that needs to be done to create multimodal solutions are accurately documented within the plans and budgets.

The position will perform the following work:
· Serve as the division’s representative with federal agencies including Federal Transit
Administration (FTA) and Federal Highways Administration (FHWA).
· Monitor sub-recipients to ensure compliance with federal and state laws and regulations.
· Confirm that all federal requirements are met to ensure that FTA releases funding to WSDOT in a timely manner.
· Complete complex analysis of federal legislation and regulations to determine cost eligibility and ensure programs are administered in compliance with federal and state transportation regulations.
· Meet with public and private agencies to work through complex multimodal transportation funding problems and provide recommendations for action.
· Assist in the evaluation of applications for various transportation planning grants and programs for local jurisdictions.
· Participate as the subject matter expert on federal and state rules, laws and procedures regarding funding from FTA on multiple teams.
An ideal candidate will have:
· A Bachelor’s degree or the equivalent from an accredited college in planning, public or business administration, economics or accounting and four years of professional experience in grant development and administration involving analysis and evaluation of issues and problems, or an equivalent combination of education and experience. · Knowledge of:
o Federal transportation funding programs and compliance requirements.
o Project management principles and practices.
· The skills to:
o Think critically and analytically.
o Communicate clearly and concisely, both verbally and in writing.
· Ability to: o Interpret complex multiple federal and state regulations, rules and policies.
o Conduct research and analysis and provide appropriate recommendations based on
findings.
o Explain complex federal procedures and practices to employees and managers.
· A reputation for strong relationship building – specifically building and maintaining effective
networks of contacts that are useful in achieving work-related goals.
· Intermediate to advanced level of experience in Microsoft Office products.
