There is one permanent opening with the Department of Social and Health Services, Economic Services Administration’s Office of the Assistant Secretary Headquarters’ Office. This position is located in Olympia, Washington.

Job Description
The Administrative Assistant 5 provides executive level administrative support to the ESA’s Chief Operating Officer (COO) who oversees daily ESA operations to ensure effective management of the business.
DUTIES:
Duties include, but are not limited to:
Provides executive level administrative support to ESA’s Chief Operating Officer, and has delegated authority for specific activities related to the operational support functions of the
COO
Manages all aspects of correspondence on behalf of the COO” and another bullet “Manages the COO’s calendar, including identifying and resolving conflicts Manages the COO’s calendar, including identifying and resolving conflicts
Coordinates with executive level staff related to major personnel actions statewide
Directs, coordinates, monitors, and ensures completion of major assignments to the
Administration
Through coordination with ESA Directors and other OAS staff, prepares professional, high quality responses to correspondence and assignments ensuring timeliness and completeness of submission
Facilitates work on behalf of the COO and resolves issues that are within the COO’s scope of responsibility
Assists with complex and highly confidential issues, projects, programs and personnel matters
Prepares briefing materials, talking points, and other supporting materials that may be used by the Chief Operating Officer, Senior Policy Advisor, Assistant Secretary, Directors,
Secretary, or others
Coordinates review and submission of personnel paperwork which includes Exempt, WMS and WGS
Monitors Performance Development Plans (PDP’s) to ensure timely completion for the COO and the COO’s direct reports
Reviews IT and equipment purchase requests for accuracy and availability of funds Works in conjunction with the ESA and Department audit liaisons to coordinate, track, and monitor internal and external audits
Monitors Corrective Action Plans and works with appropriate divisions to ensure they are updated/completed timely
Develops and/or coordinates development of regular reports and data for the COO and ESA management as requested to assist with operational management, process improvement, and performance management in alignment with the Administration’s strategic plan In conjunction with the COO, coordinates activities of ESA’s Emergency Management Team and assists with mobilization in the event of an emergency
QUALIFICATIONS:
Required Qualifications:
One year as an Administrative Assistant 4
OR
Two years as an Administrative Assistant 3
OR
Bachelor’s degree in Business Administration, Public Administration or closely allied field and three years of administrative or supervisory experience.
Additional qualifying experience in administrative work or supervisory experience may substitute year for year for education.
Graduate study may substitute for up to two years of experience on a year for year basis.
Desired Skills, Knowledge and Abilities:
Two years’ experience working in a large agency
Knowledge and understanding of DSHS WAC’s RCW’s, policies and procedures
Understanding of state government organization and administrative procedures; federal and local government functions; state and federal laws and regulations governing personnel actions
Proficient in Microsoft Office tools
Ability to compile written reports
Ability to obtain the cooperation of other departments and other government agencies Experience working effectively with others
