The Liquor Control Board (LCB) is announcing an opportunity at the field office in Mt. Vernon, WA for the Administrative Assistant 3 position. This position serves as office manager providing and coordinating administrative support functions for the Regional Captain (WMS, Band 2), Retail and Non Retail Officers (LEO 1, 2 and 3), Lieutenants (LEO 4), and Marijuana Officers. Duties also include preparing confidential documents, establish priorities, use independent judgment to accomplish assignments or solve problems. This position is the first point of contact for internal and external customers regarding complaints, license information, laws and rules, and class schedules and is responsible for developing and/or modifying work methods, procedures, or strategies to solve problems; including using MS Office programs for tracking various enforcement related violations deadlines and /or suspension dates for implementation and lifting the suspension, if necessary.
DUTIES:
Represents manager/supervisor and serves as the primary/liaison contact in assigned program areas; provides administrative support to supervisor; coordinates office operations; keeps supervisor’s calendar; makes travel
arrangements; screens, prioritizes, and distributes mail; arrange meetings and room reservations and transcribes meeting minutes.
Ensures payroll for all regional staff is received, checked, processed and submitted by payroll cut-off day to ensure proper pay.
Coordinates and/or completes the preparation of documents such as those related to travel, purchasing, payroll, budget and event coordination.
Special projects assigned by Regional Captain.
Routes and assigns correspondence; licensing/regulatory actions; and monitors timeliness of response. Responsible for records management, including archiving of records. Certified Notary Public.
Review for accuracy of submitted hiring documentation for IA’s/Intermittent for completion before submitted to headquarters.
Responsible for regional main phone line.
This position is responsible for handling all incoming and outgoing mail, and distribute, as needed, to the appropriate staff. Provides licensees service to obtain required signage.
Signs up licensee employees for Responsible Liquor and Tobacco ID/OS classes.
Responsible for updating EO geographic boundaries/codes, Enforcement phone list, the confidential phone list.
Provides assistance with Public Records requests.
Provides high quality customer service to internal and external customers at all times.
Keep all information and actions regarding the LCB, its customers, and its clients confidential as required.
Assists Captain with power point presentations and data review or charts, as needed.
Serves as a member of the division administrative support team lead by the Chief’s administrative assistant with focus on process improvement, centralized processes, and other relevant topics.
Actively participates in team’s huddles or other meetings as needed.
Follows and ensures adherence to administrative support procedures.
Plans and prioritizes work to meet internal and external deadlines.
QUALIFICATIONS:
Required Qualifications:
High School diploma or equivalent
Three or more years of progressively responsible office clerical, secretarial, or general administrative support experience, with a professional office setting including experience in the following areas:
1. Providing customer service
2. Drafting and proofreading documents
3. Analyzing data
4. Researching, compiling and organizing information
5. Purchasing and asset management
Advanced knowledge of MS Word, Excel, PowerPoint and accurately entering data, searching data, importing data into other formats and updating/maintaining data and databases
Desired Qualifications:
A Bachelor's degree in business administration, public administration or closely allied field.
Clerical or office work experience may be substituted for education on a year-for-year basis, provided at least one year included experience at the Administrative Assistant 1 level.
Experience with process improvement, risk management, facilities management and emergency planning. Advanced use of MS Project Management software.
Advanced customer service skills.

69.50.351, which reads in part, "No member of the state liquor control board and no employee of the state liquor control board shall have any interest, directly or indirectly, in the producing, processing, or sale of marijuana, useable marijuana, or marijuana-infused products, or derive any profit or remuneration from the sale of marijuana, useable marijuana, or marijuana-infused products other than the salary or wages payable to him or her in respect of his or her office or position, and shall receive no gratuity from any person in connection with the business.”
As a condition of employment, the candidate accepting this position will be required to comply with the Union
Security clause contained in the Collective Bargaining Agreement between the State of Washington and the union. This means that, as a condition of employment the candidate must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
