DUTIES:
If state government needs or uses something, the Washington State Department of Enterprise  Services (DES) likely has a lead role in securing it.  Enterprise Services provides a wide array of  support services and activities for Washington state agencies as well as local and tribal governments,  public institutions of higher learning and other entities.  Among our many duties is overseeing the  stewardship of more than 5.4 million square feet of state-owned and managed facilities across the  state.
DES is currently seeking qualified candidates interested in applying for our vacant Asset Management  Manager position in Olympia.  This is an exciting opportunity.
The Washington Management Service 2 position reports to the Assistant Director for DES’ Facilities  Planning and Management Division. The DES Asset Program Manager is responsible for ensuring that  the department effectively provides our tenants with safe, highly functional and financially sound  buildings and grounds. The position also protects, preserves and provides wise stewardship of these  state assets while promoting a productive property management team.
Other primary responsibilities include:
·        Overseeing state-owned and managed facilities including the historic Olympia Capitol Campus,  satellite campuses in Lacey and Tumwater, and additional properties across the state.
·        Leading master planning, historic preservation, quality assurance, and capital program planning  and management.
·        Administers the revolving fund and budgets and is responsible for oversight of the Asset
 Management operating budget, in excess of $81 million biennially, based on revenues from office  rent and public and historic fees, parking and other rental charges.
·        Enabling convenient, efficient public access and use of the State Capitol for conducting business as  well as a tourist destination, a place where the public can exercise their first amendment rights –  including symbolic and ceremonial functions – and promoting an enriching environment that  honors the public service of those who work and visit the Capitol Campus.
Successful candidates must demonstrate the following key skills and abilities:
·        Expertise in financial planning and long-term facility/portfolio planning.
·        Successfully lead, motivate and manage a team of experienced property management  professionals.
·        Work effectively with broad array of diverse colleagues in government and regional community  stakeholders including Legislators and other elected state officials, executive managers, planners,  policy and budget staff.
·        Comprehend and implement principles for successful capital construction budgeting and  management.
·        Conduct business processes analyses to guide continuous process improvement efforts in  partnership with diverse internal stakeholder groups.
·        Excellent written and verbal communications skills.
QUALIFICATIONS:
Required Education, Experience, and Competencies:
Bachelor’s degree involving major study in business administration, property and land management,  planning, architecture, engineering, or closely allied field;
AND
 A minimum of five (5) years of experience in facilities or property management or facilities planning.
OR
A combination of relevant education and experience totaling nine (9) years.
In addition, the ideal candidate will have experience and knowledge in the following:
·        Strong familiarity with the state operating and capital budget development process.
·        Professional License in Architecture or Engineering;
·        Management principles, skill in oversight of a mix of managerial, professional and labor;
·        Asset management, including maintenance, long-term planning and financial management  strategies;
·        Commercial Real Estate practices and laws in property management and lease administration;
·        Legislative directives, state agency organizations, policies and procedures;
·        State, county and local government relationships, policies and regulations;
·        Private industry standards and practices;
·        Legal documents for leasing, property management, purchasing, inter-governmental agreements; ·        Construction project management and planning;


·        Contracting practices and principles;
·        Understanding of customer expectations; and
·        Understanding of dynamics of labor management relations.
