Description:

The International Foster Care program (IFC) provides a safe, nurturing foster care environment for children who have fled their countries of origin. This comprehensive set of services includes education, legal, social and psychological supports all directed at achieving safety, stability and healthy development. Children come to us as refugees, victims of trafficking and asylees from around the world, including the following countries of origin: Vietnam, Cambodia, China, the Sudan, Myanmar and Central America (El Salvador, Honduras and Guatemala).
Position
Description:

The International Foster Care Program provides long-term and short-term foster care to undocumented alien minor children (UAC), mostly from Central America. Position requires you to work independently and as part of a team with case management responsibilities for children. Consultation, training, and advocacy are important components of this program as well as identify/approve potential sponsors for family reunification. Experience working with immigrant populations desirable. There will be some evening and weekend hours required.
Essential
Functions: * Identify and coordinate support services for children in Long-Term & Short Term foster care youth. * Assist in planning cultural preservation activities for all children in our care. * Assist with medical and mental health appointments for youth * Implement ORR/DCS federal contracts for children in Transitional (short-term) and Long Term Foster Care. * Complete intake paperwork for new arrivals to include; intake assessment/ educational assessment/individual service/safety plans for each child. Provide detailed documentation in case files/court reports. * Identify/approve sponsors for the family reunification process * Arrange for appropriate educational programs for long-term foster care youth; including English as a second language and bilingual programs. * Prepare the child for: * Family reunification; if possible * Independence and self-sufficiency * Immigration court hearings * Voluntary departure to country origin; if necessary * Monitor the adjustment of the child in foster care. * Collect and maintain all necessary records required for adequate program reviews and evaluation. * Participate in related trainings/attend weekly staff meetings. * Other duties as may be reasonably delegated by the supervisor.
Job Requirements: * BA/BS degree in social work or related field. * Must be Bi-lingual in Spanish. * Two years’ experience working with diverse populations; preferably with ethnic minorities and, or refugee populations. * Experience working in a child welfare setting. * Good written and oral communication skills. * Intermediate computer skills. * Ability to maintain accurate case files and other necessary client records. * Applicant must successfully pass required background checks prior to an offer of employment. * Must have reliable transportation, valid driver’s license, automobile insurance and provide current auto registration. * Must have an acceptable driving record per CCS’ driving policy, (required to provide current driving abstract) * Proof of negative TB test upon hire or proof of test within past 12 months. * First/Aid CPR certified or the ability to become certified within the 1 month of employment. * Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services and a knowledge of and commitment to working within the Social Teaching of the Catholic Church. * Support and contribute to a creative, collaborative and respectful environment that promotes teamwork. PREFERRED QUALIFICATIONS: * MSW or related field. * Three or more years in case management experience with strong organizational skills. * Knowledge of Washington State child welfare regulations and procedures.

Program Description: The Family Preservation System provides an integrated and flexible array of strengths-based therapeutic services and supports to families and children with complex needs. Family Preservation Services (FPS) are delivered primarily in the client’s home or community and are designed to reinforce the strengths of the family to prevent the out-of-home placement of a child or prepare for the return home of a child from out-of-home care. Services focus on empowering the family to effectively address issues, become self-sufficient and strengthen their relationships with a variety of community resources.

Position Description: This is a professional position providing therapeutic interventions to children, youth and families in their homes and other community locations. Includes crisis intervention and extended stabilization as well as long-term, team-based services. Emphasis is on partnering actively with families, natural supports and other community service providers to promote safe, stable and healthy families. Position is Full-time with extensive benefits. Schedules are flexible to accommodate client family schedules. Hours may include evenings and weekends. The primary focus of this position is on Crisis Response for children and families throughout Pierce County. The primary goal is to achieve safety through the development of community and family solutions.

Essential Funtions: * Communicate role, responsibility and agency philosophy in order to assure mutual respect, confidence and trust with the child and family and other stakeholders. * Listen to and analyze the family’s story, and with them, identify strengths, needs, preferences and goals. * Assess for crisis and safety issues, risks factors, underlying mental health or medical needs, environmental or living situation concerns and crisis stabilization needs. * Analyze and align the family’s position and agency mission using methods of respect, communication and conflict resolution. * Communicate evaluation, assessment, safety concerns, status updates and safety and service plans with supervisor(s), especially any gaps in safety plan, high risk situations or new or critical incidents with regard to safety or mandatory reporting concerns. * Communicate in a professional and collaborative manner with other professionals including medical and emergency room staff, school personnel and system partners, while maintaining a high degree of advocacy for family voice and safety needs and agency role and mission. * Based upon a rotating schedule, the Crisis Therapist is available to respond within 60 minutes on a 24/7 basis for face to face crisis evaluations as determined by the Crisis Supervisor or Referral Coordinator.

Job Requirements: * Master’s degree in social work, psychological, behavioral sciences or equivalent. * One year’s experience in services related to family preservation, foster care, or children/families with complex needs. * Certified Mental Health Professional as defined in WAC 388-877-0200 & WAC 388-865-0150 or ability to be certified within the next 6 months. * 21 years or older. * Must have reliable transportation, valid driver’s license, auto registration and automobile insurance. * Agency Affiliated License (HIV/AIDS training required) or applied for within 1st month of employment * Must have an acceptable driving record per CCS’ driving policy (required to provide current driving abstract) * First/Aid CPR certified or the ability to become certified within the 1 month of employment * Proof of negative TB test within past 12 months or ability or test within first six months of employment. * Applicant must successfully pass required background checks prior to an offer of employment. * Ability to work independently and as a member of a team. * Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services. * Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
