Description:

Catholic Community Services, Homeless Adult Services (HAS) is the largest provider of adult homeless services in Tacoma, Washington. Nativity House (NH), a program of HAS, is the central hub to serve homeless adults in the Pierce County region. It operates 24-hour/7-day a week, offering services (emergency shelter, meals, systematic outreach, Rapid Rehousing, Mental Health and Co-Occurring Disorder treatment, Employment Services, Spiritual Support, 50 units of permanent supportive housing, etc.) to meet the basic needs of individuals experiencing chronic homelessness.
Position
Description:

Assist individuals who are homeless and who present with mental health challenges in their journey toward treatment and/or recovery. Works as part of a team with Peer Specialists, Counselors, Social Workers, and Program Specialists in providing outreach and engagement services to engender trust and instill a sense of hope. Work occurs in a variety of settings, including meal sites, shelters, permanent housing and the streets. This is a professional position that will also provide therapeutic interventions including assessment, counseling and case management.

Functions: All CCS employees will demonstrate the ability to: * Communicate role, responsibility and agency philosophy in order to assure mutual respect, confidence and trust with the consumer and other stakeholders. * Provide non-judgmental, unconditional support to the consumer. * Assess for immediate safety and stabilization needs. * Customize helping approaches to fit the consumer’s uniqueness, personality, culture and interest. * Report relevant information to the right people at the right time. * Maintain a focus on strengths, needs and creative solutions. * Utilize the consumer’s expertise in problem solving and solution seeking. * Work interdependently with others toward common goals. * Respond to consumer’s needs in a timely fashion. * Complete required documentation within established timeframes. * Instill hope for the future by communicating and behaving with confidence and reassurance. * Communicate effectively with other team members to manage triangulation and potential conflicts. The skilled clinician will demonstrate the ability to: * Meet and engage the consumer communicating compassion, support, respect and enthusiasm for them and your role as a helper. * Listen to the consumer’s story and, with them, identify strengths, needs, preferences and goals. * Provide and/or arrange necessary crisis response and stabilization services. * Complete the mental health intake, including a diagnostic assessment. * Respond to crises in a prompt, effective and collaborative manner. * Consult with, recommend and provide training to team members around specific interventions. * Provide and/or facilitate the provision of a range of therapeutic responses that support the overall direction for the consumer.
* Maintain a focus on strengths, needs and creative solutions and inspire others to follow this format in problem solving. * Partner with the consumer in order to assist them in utilizing the resources offered by formal and informal sources within their community.

Requirements:



Minimum Qualifications * Master’s degree in counseling, mental health counseling, social work, psychology, behavioral sciences or equivalent. * Certified Mental Health Professional as defined in WAC 388-877-0200 & WAC 388-865-0150. * At least 2 years of experience performing Mental Health Assessments using the DSM, and providing individual counseling, group counseling, and treatment planning for individuals identified as having Co-occurring mental health and substance use disorders. * At least one year’s experience in working with or related to working with adults experiencing homelessness. * Certified Washington State Counselor (HIV/AIDS training required). * Proof of negative TB test within past 12 months and ability to test within first six months of employment. * Applicant must successfully pass required background checks prior to an offer of employment. * Must have reliable transportation, valid driver’s license and automobile insurance. * Must have an acceptable driving record per CCS’ driving policy. Primary Duties
The Office Manager provides direct administrative support to the Office of Nutrition Services (ONS) Director, managing the Director’s calendar and correspondence, and coordinating the Director's assignments and projects throughout the office.
The Office Manager serves as the Lead for administrative staff across the office: developing, maintaining and coaching on office standards and operating procedures according to agency and USDA guidelines; identifying and implementing opportunities for process improvements; supervising and assigning work to support staff in the ONS Admin Unit. S/he is expected to model, coach and mentor the other administrative staff to provide excellent customer service, both internally and externally. This position sets the tone for efficiency, effectiveness and positive support throughout the office.
The Office Manager coordinates and ensures consistency, accuracy, completeness and timeliness in response to federal and agency executive correspondence and agency administrative policies and procedures, establishing timelines and reminders for regularly occuring events and reports. S/he serves as records management officer for the office.
The Office Manager participates in the Division Lead Administrative Team for Prevention and Community Health, assuring that office procedures are current with division expectations and communicating new and changing processes to office staff in a timely and effective manner. S/he takes leadership of short and long-term projects as assigned, as well as coordination of critical recurring reports and proposals. This position directly impacts long-term program processes, initiatives and decisions that guide and support the programs’ core business functions and future planning activities.
Required Qualifications

Three (3) or more years (full-time equivalency) of progressively responsible experience in the following:
Office administration including secretarial, bookkeeping, accounting, or other administrative work, file and record management, calendar appointments, task tracking, spreadsheet development and navigation, meeting minutes, travel arrangements from trip planning to expense reimbursement.
Performing record keeping tasks such as posting and totaling numbers or other data on a computer, calculating travel expenses, and processing timekeeping and payroll records or requisitions.
Providing customer service including handling phone calls and in-person visits from external stakeholders.
Two (2) or more years (full-time equivalency) of increasingly responsible office experience using MS Office software, including Word, Excel, PowerPoint, Outlook, and research on the internet.
Two (2) or more years (full-time equivalency) experience ordering supplies; conducting inventory of supplies and/or equipment; or reviewing customer forms for completeness and accuracy.

The Office of Health Innovation and Reform (OHIR) is the health policy and innovation engine within Policy, Planning and Performance (PPP) for the Washington State Health Care Authority (HCA). The office serves as a primary policy design and implementation arm of the Healthier Washington initiative. OHIR is responsible for identifying, developing and pursuing innovative and evidence-based policy approaches for the state’s largest purchaser of health care. These approaches enhance the value of health care delivered in Washington State, covering both low-income populations, public employees, and integrated purchasing strategies with other agencies. OHIR oversees Medicaid policy development, integration with the health benefit exchange and other state agencies, federal flexibility and waiver initiatives, health reform planning and implementation and other special projects as assigned.
 
Position Objective:
The position is responsible for the policy design and implementation of community empowerment and accountability efforts under the Healthier Washington initiative. Under the direction of the Community Transformation Manager, this position works closely with others on the interagency Healthier Washington team, and with community and tribal partners to support the continued development of Accountable Communities of Health (ACHs), particularly as ACHs relate to interrelated Healthier Washington efforts around value-based purchasing, population health, and physical-behavioral health integration. This position manages and coordinates regional implementation efforts, provides and coordinates guidance and technical assistance to established and developing ACHs, and informs the continued development of the ACH initiative. Responsibilities include a broad range of health policy and program development activities, including: conducting in-depth research and analysis; development of innovative policy solutions and identification of necessary resources to implement policy solutions; providing consultative expertise regarding health improvement, heath care quality and cost containment; meeting planning and facilitation; consensus development; and coordinating implementation activities with relevant HCA and cross-agency program areas. This position exercises expertise and independent judgment to administer, oversee and manage program activities, including managing stakeholders, contractors, and deliverables within aggressive timelines.

The Health Care Authority (HCA) is Washington’s largest health care purchaser, responsible for providing comprehensive health coverage to nearly 2 million residents through the Public Employees Benefits and Medicaid programs. The agency provides health purchasing leadership, benefitting both public and private sectors with a focus on moving the health delivery system away from volume toward higher value and better outcomes.
 
DUTIES:
Manage, coordinate and support regional Accountable Community of Health efforts, contributing to the ongoing policy design of Healthier Washington’s community empowerment and accountability initiative. 
  • Strategize and plan highly visible convenings, webinars and other events related to the project, and assume responsibility for their organization, agendas and other materials.
  • Communicate and coordinate with community stakeholders, including advocacy groups, consumer groups, health plans, providers, legislators or legislative staff, other states, national resources, etc.
  • Develop and implement webinars, technical assistance and guidance materials to inform the implementation and continued development of ACHs.
  • Manage, coordinate and support the activities of a project team consisting of professional, management and operational staff in the development and implementation of key elements of ACH efforts under the Healthier Washington initiative.
  • Coordinate with subject matter experts from across the Healthier Washington team to inform and support ACHs’ roles in purchasing, flexible and innovative financing and investment, practice transformation, consumer engagement and activation, population health improvement, performance measurement, data collection and analytics, and the Healthier Washington evaluation.
  • Research and develop strategies, and manage the development and implementation of key community elements of the Healthier Washington initiative within scope, schedule and resources.  
  • Research health and health care trends, reform, innovative models, and connect with counterparts in other states on these items in order to find evidence-based policy and lessons learned.
  • Coordinate, review, compile and approve work from other professionals in the community, HCA, other State agencies, and contractors.
  • Analyze and identify potential issues, proactively resolve problem and conflicts to ensure adherence to timelines.
  • Prepare comprehensive plans, summaries, recommendations, and progress or special reports.
  • Contribute to and lead elements of long-term planning to establish strategic direction and implement phased strategies.
  • Perform a wide scope of complex duties and responsibilities, exercise independent judgment, and utilize delegated decision-making authority and delegated budgetary authority to administer and oversee activities relating to Healthier Washington implementation. 
Develop, manage and monitor performance of Accountable Community of Health grants and contracts.
  • Work with contracts and grant staff to develop grant opportunity announcements, statements of work, and other grant and contract materials for the ACH initiative.
  • Manage and monitor deliverables of ACH grants and contracts.
  • Manage deliverables of technical assistance contractors working on implementation elements of Healthier Washington.
  • Ensure compliance with the terms of contracts and resolve problems concerning the obligations of either the State or contractors.
  • Ensure adherence with state and federal monitoring and evaluation of the ACH initiative.
  • Process and authorize invoices and billing related to the project; manage contractual invoicing and expenditures within budget guidelines.

  • Work closely with HCA programs, communications, fiscal and other policy staff in stakeholder relations involving program or policy development, to include transparency enhancing activities such as education, engagement, and solicitation of internal and external stakeholder feedback.
  • Work directly with stakeholders to guarantee understanding, support and appropriate application/incorporation of community engagement into business practices.
  • Provide executive level presentations and legislative testimony.
  • Build and sustain effective working relationships with internal and external stakeholders and develop policy, complex briefs, memos, letters and progress reports.
  • Communicate and coordinate with key stakeholders, including trade associations, delivery system partners, advocacy groups, consumer groups, health plans, legislators or legislative staff, other states, national resources, etc. 
  • Represent HCA at the local, regional, state and national levels, working with partners on public policy issues related to health innovation and reform activities.
 
QUALIFICATIONS:

  • A Bachelor’s degree with major study in public health, public administration, social work, public policy or comparable area of study related to the responsibilities of the position, and four years of progressively responsible work including supervisory or consultative experience with a variety of public and/or private agencies, organizations, and/or levels of government in a related field, including health care policy analysis/implementation, coordination or consultation; health care planning; health services; social services; or Medicaid programs.
OR
  • A Master’s degree with study in public health, public administration, social work, public policy or comparable area of study and two years or progressively responsible work including supervisory or consultative expertise with a variety of public and/or private agencies, organizations, and/or levels of government in a related field, including health care policy analysis/implementation, coordination or consultation; health care planning; health services; social services; or Medicaid programs.
