The Washington State Department of Health, Medical Quality Assurance Commission is searching  for an innovative and collaborative legal professional with leadership competencies to fill the  position of Director of Legal Services (Attorney).  
The Medical Quality Assurance Commission (MQAC) regulates physicians and physician assistants.   Reporting to the MQAC Executive Director, the Director of Legal Services: 
Manages a professional staff twelve (12), monitoring workload to ensure the work is of high  quality and is completed on a timely basis.
Works closely with the Executive Director of the Commission and other senior managers to  develop a long-range strategic plan for the direction of the Commission.
Assists in developing, implementing and tracking key performance measures for the Legal  Unit to ensure the Commission meets specific goals, improves performance, and enhances  patient safety in our state.
Tracks and prioritizes legal unit workload to ensure statutory timelines are met. Monitors and  reports on the status of the legal unit’s aged and backlogged cases, identifying solutions to  address backlog and workload issues.
Develops training plans for the Legal Unit’s support staff to ensure they are proficient in their  job duties.
Coordinates Commission Legal Unit efforts with their HSQA equivalent, the Director of the  Office of Legal Services, to ensure good communication and a coordinated approach to  protecting the public health.
Works closely with the Attorney General’s Office to coordinate legal work for the
 Commission. This position works with the lead prosecutor to ensure that disciplinary cases  are legally sufficient for prosecution and that they are processed in a timely fashion.
Personally serves on the Legal Exchange Committee, made up of the lead staff attorneys for  the Office of Legal Services, the Attorney General’s Office and the Office of Investigation and  Inspection. This group discusses high-level legal issues that impact the Department.
Manages the identification and selection of expert witnesses and ensures cases requiring  expert witnesses are meeting case timelines.
Serves as a contact for all inquiries from the media regarding Commission disciplinary cases  and consults with executive management on coordinated response.
Shares information with staff and fosters a culture of open communication.

The International Foster Care program (IFC) provides a safe, nurturing foster care environment for children who have fled their countries of origin. This comprehensive set of services includes education, legal, social and psychological supports all directed at achieving safety, stability and healthy development. Children come to us as refugees, victims of trafficking and asylees from around the world, including the following countries of origin: Vietnam, Cambodia, China, the Sudan, Myanmar and Central America (El Salvador, Honduras and Guatemala).

Description:

The International Foster Care Program provides long-term and short-term foster care to undocumented alien minor children (UAC), mostly from Central America. Position requires you to work independently and as part of a team with case management responsibilities for children. Consultation, training, and advocacy are important components of this program as well as identify/approve potential sponsors for family reunification. Experience working with immigrant populations desirable. There will be some evening and weekend hours required.
Essential
Functions: * Identify and coordinate support services for children in Long-Term & Short Term foster care youth. * Assist in planning cultural preservation activities for all children in our care. * Assist with medical and mental health appointments for youth * Implement ORR/DCS federal contracts for children in Transitional (short-term) and Long Term Foster Care. * Complete intake paperwork for new arrivals to include; intake assessment/ educational assessment/individual service/safety plans for each child. Provide detailed documentation in case files/court reports. * Identify/approve sponsors for the family reunification process * Arrange for appropriate educational programs for long-term foster care youth; including English as a second language and bilingual programs. * Prepare the child for: * Family reunification; if possible * Independence and self-sufficiency * Immigration court hearings * Voluntary departure to country origin; if necessary * Monitor the adjustment of the child in foster care. * Collect and maintain all necessary records required for adequate program reviews and evaluation. * Participate in related trainings/attend weekly staff meetings. * Other duties as may be reasonably delegated by the supervisor.
Job Requirements: * BA/BS degree in social work or related field. * Must be Bi-lingual in Spanish. * Two years’ experience working with diverse populations; preferably with ethnic minorities and, or refugee populations. * Experience working in a child welfare setting. * Good written and oral communication skills. * Intermediate computer skills. * Ability to maintain accurate case files and other necessary client records. * Applicant must successfully pass required background checks prior to an offer of employment. * Must have reliable transportation, valid driver’s license, automobile insurance and provide current auto registration. * Must have an acceptable driving record per CCS’ driving policy, (required to provide current driving abstract) * Proof of negative TB test upon hire or proof of test within past 12 months. * First/Aid CPR certified or the ability to become certified within the 1 month of employment. * Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services and a knowledge of and commitment to working within the Social Teaching of the Catholic Church. * Support and contribute to a creative, collaborative and respectful environment that promotes teamwork. Legal Services Provided:
The office provides representation to its clients through both litigation and client advice. Litigation includes hearings and trials in juvenile court and superior court, administrative hearings under the Administrative Procedures Act, and in federal court. Client advice is provided to clients on a broad range of subjects, particularly in the representation of education clients. Attorneys are also responsible for handling cases appealed to the Court of Appeals and Washington Supreme Court.
This office's Consumer Resource Center (CRC) combined with the other Regional CRCs, handle an average of 55,000 calls, greet nearly 1,500 walk-in consumers and process 25,000 written consumer complaints. As a result of the informal mediation of the 25,000 written consumer complaints, the CRCs help return more than $6 million to the consumers of the state each year.
The Opportunity
The Attorney General’s Office is recruiting for a permanent full time Legal Secretary 2 in our Regional Services Division. This position is located in Bellingham. Please note there is the possibility of an in-training from the Legal Secretary 1 level.
Salary
The salary listed above is for the Legal Secretary 2 level. Applicants qualifying at the Legal Secretary 1 level will start at a salary range 38 ($30,504 - $39,516 annually) and after successful completion of the in-training will move to the Legal Secretary 2 range.

Option1:
Associate of Arts degree in Legal Secretarial Science or equivalent degree from an accredited college (90 total quarter credit hours or equivalency, with at least 20 quarter credit hours or equivalency in Legal Courses) or Legal Secretary Certificate from an accredited vocational institute.
AND
In addition to the above paragraph, one year of legal secretarial experience for an attorney, Administrative Law Judge, Industrial Appeals Judge, review judge or equivalent.
Option 2:
Graduation from high school or GED equivalency and two years clerical typing, or stenographic experience and two years of legal secretarial experience for an attorney, Administrative Law Judge, Industrial Appeals Judge, review judge or equivalent.

DUTIES:
Operating within delegated scope of authority, the position will include the following duties:
• Primarily be responsible for serving as the fact finder in adjudicative proceedings where a party to a matter has filed an appeal, specific statutes require a hearing, or the Commissioner has initiated a hearing;
• Review initial orders prepared by OAH and enter final orders consistent with law and Commissioner’s policies;
• Conducts adjudicative proceedings as the Commissioner’s delegee, to include presiding at hearings, ruling on motions, performing legal analysis and issuing final orders according to the laws of Washington State, including RCW 34.05, Title 59 RCW, and Title 284 WAC;
• As the Commissioner’s delegee or designee, communicates with the Commissioner about agency policy to further the agency’s goal of regulating the insurance industry in a fair and efficient manner;
• Manages the hearing process, beginning with case intake to the issuance of a final order and posting on the OIC internet page;
• Provides legislative, rulemaking and policy support to the Commissioner;
• Oversees certification of official hearing records to superior court as necessary; and,
• Supervision of paralegal position assigned to the Hearings Unit.

QUALIFICATIONS:
Required Qualifications:
• Admission to practice law in the state of Washington;
and,
• At least five years of legal experience working in the fields of litigation, administrative law, insurance regulation, or policy.

Desirable Qualifications:
The OIC is most interested in candidates who have relevant experience, skills and abilities; such as:
• Significant prior experience in governmental decision making capacity, preferably in insurance regulation. Enforcement work is highly desirable.
• Demonstrated ability to effectively research, analyze, understand and apply foreign and alien jurisdiction case law, statutes, regulations and rules of evidence to international supervisory standards.
• Experience researching and applying WA State laws related to administrative adjudicative proceedings.
• Familiarity with the programs and functions of the Office of the Insurance Commissioner.
• Legislative work experience at the state, local or federal level.

Compensation

The Compensation will vary depending on qualifications. (Up to $85,000 annually.)

This position is exempt from civil service. It is located in Tumwater, Washington in an office setting, requiring the ability to work both independently as well as in a team environment. The position may require infrequent travel.
