Provide one-on-one support to high-risk children and youth in their homes and community. Their work will follow a plan of care for each child and family under the direction of a CCS Therapist. They will work with a primary caseload of clients assigned by the CSS Supervisor. Requirements for QMHA are defined under the current OAR as either A OR B: A: Experience: A combination of three years’ experience, work, education or training revolving around child mental health, child development and/or social skill development.
B: Education: a Bachelor’s degree from an accredited college or university with a major in the behavioral sciences field. BACKGROUND
South Sound 2-1-1 (SS211) is a comprehensive information and referral service that assists Pierce, Thurston, and Lewis County residents with community resource information that can best meet their needs. Currently, South Sound 2-1-1 receives almost 80,000 requests for assistance each year. Highly trained Information and Referral Specialists (I&R) connect callers with programs that can assist with food, housing, legal issues, and rent/utility payments. In addition to general information and referral services, SS211 is also the One-Call, One-Click Center for transportation resources and has specialized staff that serve military affiliated callers.


JOB SUMMARY:
South Sound 2-1-1 is seeking 2-1-1 Information and Referral Specialist (Work Study) that can respond to requests for community resource information and referrals. The I&R Specialist provides assessment, information, referrals and advocacy to 2-1-1 callers while remaining empathetic and objective. All caller information is accurately recorded in the 2-1-1 database. The I&R Specialist also performs follow-up calls for quality assurance purposes and to identify gaps in service. At times, the I&R Specialist assess callers in crisis and connects them to the appropriate Crisis Line. All 2-1-1 staff is required to participate in staff meetings and trainings.


ESSENTIAL FUNCTIONS:
* Provide information, referral, and advocacy for 2-1-1 callers and accurately record caller information.
* Perform intake and application assistance for Basic Food benefits
* Perform follow-up activities for quality assurance purposes
* Completes special projects as assigned by the 2-1-1 Manager.
* Support other areas of 2-1-1 and United Way of Pierce County by assisting with other projects as needed.

Program Description:

The International Foster Care program (IFC) provides a safe, nurturing foster care environment for children who have fled their countries of origin. This comprehensive set of services includes education, legal, social and psychological supports all directed at achieving safety, stability and healthy development. Children come to us as refugees, victims of trafficking and asylees from around the world, including the following countries of origin: Vietnam, Cambodia, China, the Sudan, Myanmar and Central America (El Salvador, Honduras and Guatemala).

Position Description:

The International Foster Care Program provides long-term and short-term foster care to undocumented alien minor children (UAC), mostly from Central America. Position requires you to work independently, as part of a team, and in support of case managers. Consultation, training, and advocacy are important components of this program, with family reunification being the primary goal for children. Experience working with immigrant populations desirable. There will be some evening and weekend hours required.

Essential Functions:
* Provide orientation to client entering DCS foster care programs, including education on foster care system, expectations, client rights and responsibilities, local, state and federal laws with focus on teen driving privileges/restrictions, alcohol/substances and dating norms, and Know Your Rights (legal) oral and DVD presentation. * Provide transportation to various legal, medical, education and community appointments and events. Includes occasionally escorting children on flights to various airports in the U.S. for reunification with family. * In conjunction with case managers and foster parents, plan cultural preservation activities for all children in our care. * Work with program team to ensure compliance to ORR/DCS federal contracts for children in Transitional (Short-Term) and Long Term Foster Care. * Prepare new files with cover sheets, table of contents, and file tabs/inserts. Complete in-take paperwork/processing including photos, and issue of program IDs. Prepare exit packets to include required information to sponsors including referrals to pro-bono attorneys or other legal organizations, information on Child/Abuse Neglect, Trafficking/Exploitation and PTSD Fact Sheets. Assist case managers with organizing and maintaining documentation in case files. * Monitor and document phone calls between children and approved sponsors and family members during the family reunification process. * Provide bilingual homework help in basic arithmetic (multiplication, division, fractions, percentages, simple graphs), and basic science (health/nutrition). Follow-through with educational plans as directed by case managers/foster parents for long-term foster care youth in high school; including English as a second language, bilingual programs and access to higher level tutoring for Math and Science. * Work with foster parents and case managers to prepare children for: a) Family reunification; if possible. b) Independence and self-sufficiency. c) Immigration court hearings. d) Voluntary departure to country origin; if necessary. * Facilitate with the adjustment of the children into foster care. * Collect demographic and statistical data for program reviews, audits and evaluations as directed by leadership. * Participate in related trainings/attend weekly staff meetings. * Assist Medical Coordinator with documentation related to treatment and billing for services provided to children in care, to include filling out new patient forms, giving correct claims submission information to service providers, and providing interpretation during medical appointments as needed. Ensure to compliance to HIPPA. * Other duties as may be reasonably delegated by the supervisor.

Program Description: The Family Preservation System provides an integrated and flexible array of strengths-based therapeutic services and supports to families and children with complex needs. Family Preservation Services (FPS) are delivered primarily in the client’s home or community and are designed to reinforce the strengths of the family to prevent the out-of-home placement of a child or prepare for the return home of a child from out-of-home care. Services focus on empowering the family to effectively address issues, become self-sufficient and strengthen their relationships with a variety of community resources.

Position Description: This is a professional position providing therapeutic interventions to children, youth and families in their homes and other community locations. Includes crisis intervention and extended stabilization as well as long-term, team-based services. Emphasis is on partnering actively with families, natural supports and other community service providers to promote safe, stable and healthy families. Position is Full-time with extensive benefits. Schedules are flexible to accommodate client family schedules. Hours may include evenings and weekends. The primary focus of this position is on Crisis Response for children and families throughout Pierce County. There is one permanent opening with the Department of Social and Health Services (DSHS), Economic Services Administration’s (ESA) Headquarters’ Office. This position is located in Olympia, Washington.
 
ADMINISTRATION PROFILE

The Economic Services Administration (ESA) represents more than 4,000 employees working together with the single purpose of improving the safety and health of individuals, families and communities in Washington State. ESA helps low-income people meet their basic needs and achieve economic independence through cash grants, food and medical assistance, work-focused services, and subsidized child care. ESA also ensures parents provide financial and medical support to their children through child support enforcement.   Nearly one in every four Washington residents seeks assistance through ESA each year.
 Duties:
The Housing Stability Manager reports directly to the Assistant Secretary for the Economic Services Administration (ESA). The position works closely with ESA divisions, other DSHS Administrations, Department of Commerce, and other external partners to develop, implement, evaluate and improve strategies aimed at creating better outcomes for impoverished vulnerable families, children and youth in need of housing or experiencing housing instability. A key responsibility of the position is to work with these entities to achieve alignment of housing, homelessness and anti-poverty policies in Washington State.
 
In this job, you will:
Manage projects, initiatives, and partnerships across DSHS, with a focus on improving statewide policy and practice for addressing the needs of homeless and unstably housed families, children and youth. 
Serve as the Department’s primary liaison with external partners including the Department of Commerce, other state agencies, public and private agencies, and philanthropic foundations focusing on housing and homelessness.  

Ensure that DSHS executive leadership is current and informed of major developments, efforts and progress. 
 
Manage ESA activities that are designed to better align - at a statewide level - housing, homelessness and anti-poverty policies and resources.    
Develop new partnerships and projects benefitting vulnerable families, children and youth who are homeless or at risk of homelessness. Coordinate efforts to serve youth transitioning from foster care and juvenile rehabilitation facilities. 
 
Build and sustain strategic partnerships that help DSHS: (1) maximize and leverage resources to reduce homelessness; (2) mitigate risk factors associated with homelessness and housing instability; and (3) increase safe, affordable and appropriate housing opportunities for low-income families, children and youth served by DSHS.
 
Serve as the primary housing liaison for DSHS, working collaboratively with other DSHS administrations, state agencies, public and private-sector organizations, and philanthropic organizations (e.g., Bill and Melinda Gates Foundation, Building Changes, county housing authorities, K12, post-secondary, and vocational education) that are committed to combatting homelessness and poverty among low-income families in Washington State. 
 
Serve as the ESA representative on the cross-agency Vulnerable Families Partnership Project team comprised of key leaders and staff from DSHS, Department of Commerce, and Building Changes (a Seattle-based non-profit that works to end homelessness in Washington State through collaborative partnerships and innovative strategies). 

Communicate the work of the team to ESA leaders, make recommendations on partnerships and strategies recommended by the project team affecting ESA, and oversee partnerships and strategies supported by ESA.
 
Prepare briefing and planning documents and talking points for ESA and DSHS leadership on housing related matters and issues.
 Qualifications:
DESIRED QUALIFICATIONS: 

A Bachelor’s Degree in public administration, social work, public policy or related field from an accredited college and a minimum of five years of full-time professional experience working in an organization that serves vulnerable individuals and families.
 
Completion of a certificate or other program in project management.
 
Demonstrated project management skills and experience.
 
Knowledge of public systems that serve vulnerable, low-income people at risk of and experiencing homelessness.
           
Demonstrated experience convening and coordinating diverse stakeholder groups.
 
Excellent public speaking, verbal and written communication skills.
 
Experience briefing and engaging senior level government officials.
 
Ability to be responsive to numerous concurrent responses and set priorities.
 
Proficient in Microsoft Office applications, particularly Word, Excel, Outlook and PowerPoint.

Program Description:


Catholic Community Services, Homeless Adult Services (HAS) is the largest provider of adult homeless services in Tacoma, Washington. Nativity House (NH), a program of HAS, is the central hub to serve homeless adults in the Pierce County region.   It operates 24-hour/7-day a week, offering services (emergency shelter, meals, systematic outreach, Rapid Rehousing, Mental Health and Co-Occurring Disorder treatment, Employment Services, Spiritual Support, 50 units of permanent supportive housing, etc.) to meet the basic needs of individuals experiencing chronic homelessness.
Position Description:


This staff member is responsible for the overall coordination of the Employment Lab and will cultivate business relationships within the greater Pierce County region that relate to the program’s four focus areas. The Employment Navigator focuses on strategies designed to make a difference in the lives of individuals with multiple barriers to employment and economic self-sufficiency. As an Employment Navigator, you will help program participants one-on-one and in group settings increase their employability, find gainful employment, and ultimately strengthen their financial stability.
Essential Functions:
·   Support participant in ongoing development of Individualized Education and Career Plan from interests and skills assessments with clear education and/or employment goals, while identifying barriers and their solutions.
·   Do an Employability Assessment to determine clients’ strengths and areas of needed improvement.
·   Support participants who are approaching graduation from the Employment Lab with job placement in the community.
·   Track progress of the Individualized Education and Career Plan and support participants while facilitating advancement and career progression.
·   Facilitate workshops such as basic computer skills, resume writing, job search and interviewing skills, as well as connect program graduates to potential employers for job placement.
·   Link participants to community-based employment support services, education/training providers, career and industry information, and employment opportunities.
·   Remain current with local job market and community resources.
·   Provide support and training one-to-one as well as small group settings as needed for success.
·   Work collaboratively with other HAS staff, local colleges, social services providers, industry representatives, and employers to assist HAS guess with successful reintegration back into the workforce.
·   Recruit and coordinate volunteers to support participants in their employment activities
·   Research prospective employers and identify the potential for matching them with program participants
·   Assist team members with ongoing continuous quality improvement to enhance program operations, including problem solving, helping to develop program systems or procedures, or participating in team workgroups.
·   Other duties as assigned.
Job Requirements:




MINIMUM QUALIFICATIONS:  
  • Bachelor degree in Human Services, Social Work or a related field; experience in related field will be accepted in lieu of degree.
  • Minimum of two years of case management experience working in social work, employment or human services.
  • Detail oriented and can perform organizational duties with a high level of accuracy.
  • Demonstrate ability to manage and educate.
  • Demonstrate quality communication and listening skills.
  • Ability to support and maintain an environment that honors cultural awareness and competency.
  • Ability to support the missions set forth by each program and their parent organizations CCS/CHS as well as the mission of the Catholic Church.
  • Applicant must successfully pass required background checks prior to an offer of employment.
·         Must have reliable transportation, valid driver’s license and automobile insurance.
·         Must have an acceptable driving record per CCS’ driving policy, (required to provide current driving abstract)
  • Willingness to learn and work well in a team environment.
  • Ability to work independently and as a member of a team.
  • Demonstrates the necessary attitudes, knowledge, and skills, to deliver culturally competent services and work effectively in multi-cultural situations.
  • Support and uphold the mission, beliefs and values of Catholic Community Services and Catholic Housing Services.
PREFERRED QUALIFICATIONS:  
  • Masters degree in a psychology, social work, or related field.
  • 3–5 years’ experience with individuals experiencing homelessness.
  • Knowledge and experience in faith-based settings.
  • Experience organizing schedules.
