Center for Urban Waters - Summer Internship

Eligibility and Expectations

The Urban Waters Summer Intern Program is open to current undergraduate students and recent graduates from any UW campus, as well as other colleges and universities. Interns must commit to working a minimum of 200 hours at $12/hour over the course of the summer (mid June – mid September). Interns will be required to attend an orientation on June 8th. The summer experience will conclude with an opportunity for interns to present the results of their work on September 17th. Interns are responsible for their own transportation to and from the Center for Urban Waters in Tacoma.

Position Descriptions

Interns will be placed within a number of ongoing research activities, including:
A. Environmental social science: The Environmental Social Science intern will help with cleaning data and basic data analysis for a project with the Quinault Indian Nation looking at cultural ecosystem services. The internmust be proficient in Excel. Ideal candidate would have had a class in statistics. There may be an opportunity to travel to the Quinault and work with local resource managers as part of the project.
B. Environmental fate of trace contaminants. The summer intern will assist with experimental design, performing laboratory-based research on contaminant fate (photolysis and soil column transport), and laboratory analysis of trace contaminants using LC/MS/MS and LC/QTOF instrumentation.
C. Multivariate analysis of water quality data. The intern will develop and apply pattern recognition techniques to explore spatial and temporal patterns of pollutant sources in surface waters and sediments.
D. Detecting wood smoke in indoor air: Validation of a sampling and analysis method to measure ambient levels of the wood smoke tracer levoglucosan in residential air.
E. Genetic screening of the Thea Foss microbiome: Intern should have knowledge of, or interest in, genetic sciences (RNA/DNA fundamentals).
F. Support method development for highly advanced analytical instrumentation: The Center for Urban Waters is home to one of the regions only QTOF’s - an Agilent 6530 quadrupole-time of flight tandem mass spectrometer (QTOF) interfaced with both liquid and gas chromatographs (LC-MS/MS, GC-MS/MS). Interns will assist with the extraction of biological tissues, sediment, and/or water samples in conjunction with developing analytical methods.

Specific duties will vary depending on the project to which an intern is assigned, but may include work in a laboratory, office, or outdoor setting. Projects are not limited to the ones described above.

Operating within Department of Social and Health Services (DSHS) Strategic Framework, the Economic Services Administration (ESA) represents more than 4,000 employees working together with the single purpose of improving the safety and health of individuals, families and communities in Washington State.  With a total biennial budget of $2.2 billion, ESA helps low-income people meet their basic needs and achieve economic independence through cash grants, food and medical assistance, work-focused services, and subsidized child care.  ESA also ensures parents provide financial and medical support to their children through child support enforcement.   Nearly one in every four Washington residents seeks assistance through ESA each year.

DSHS, ESA, Division of Program Integrity (DPI) is recruiting for one WMS full-time, permanent position Operations Manager in Olympia. The Operations Manager reports to the Director of DPI for the ESA and is a key member of the Division's leadership team. As Operations Manager, the position works in partnership with the PI director, ESA leadership, and leaders throughout the Department on all operational aspects of the division.

 Duties:
  • The Operations Manager has delegated authority to act on behalf of the Program Integrity Director, carrying out Division-wide/Administration-wide program integrity responsibilities;
     
  • Develops and manages the Division’s strategic plan and ensures the strategic plan aligns with and supports the Administration and Department plans as well as the Governor’s Results Washington goals and objectives.  Oversees implementation of strategic objectives and tracks to ensure timely completion of action items in the plan; 
     
  • Serves as the Division’s lead for Lean Initiatives and continuous improvement efforts;  
     
  • Leads and provides oversight for major cross-division/cross-agency special project involving major program integrity efforts;
     
  • Develops and manages the Division’s budget and staffing plans.  Monitors spending and makes recommendations regarding the budget to ensure it adequately supports the business needs of the program integrity functions;  
     
  • Serves as the Division’s subject matter expert and Division lead coordinating PI related audits. Directs and manages the development, update, and tracking of Corrective Action Plans (CAPS). Ensures CAPs are implemented and meet business needs, limiting errors and reducing the potential for future risk to the Administration and Department;
     
  • Serves as primary legislative liaison for PI, working with the Senior Policy Advisor to coordinate analysis and input regarding proposed legislative changes;
     
  • Directs and ensures timely, quality completion of complex assignments;   
     
  • Ensure assignments are responsive, accurate, and reflect the business needs of the organization; 
     
  • Develops and maintains positive working relationships with key customers, stakeholders, and partners;
     
  • Accountable to the Program Integrity Director, Chief Operating Officer, Assistant Secretary, and Executive Leadership Team for making professionally sound decisions that reflect the positions of the Program Integrity Director, Chief Operating Officer, and Assistant Secretary. The Operations Manager represents the Director and the Director's positions and priorities and provides expert advice, consultation, and guidance on mission-critical issues;
     
  • Develops and manages the Division’s strategic plan and ensures the strategic plan aligns with and supports the Administration and Department plans as well as the Governor’s Results Washington goals and objectives;
     
  • Develops goals, objectives, strategies, and key performance measures. Provides oversight to ensure strategic objectives and related action plans are completed timely;
     
  • Ensures the Division implements the plan-do-check-act cycle of continually process improvement;
     
  • Coordinate DPI related audits;
     
  • Direct and manage development, update, and track Corrective Action Plans (CAPS);
     
  • Ensure CAPs are implemented and meet business needs, limiting errors and reduction the potential for future risk to the Administration and Department;
     
  • Participate in the Administration's audit team, comprised of division-level experts;
     
  • Ensure the Division develops and maintains strong working relationships with key customers, stakeholders, and partners within ESA and with other state and federal agencies, including other ESA divisions and key leaders, the Department’s Office of Fraud Investigations, Health Care Authority, Department of Early Learning, Centers of Medicare and Medicaid Service and federal Food and Nutrition Service.  

 Qualifications:

  • Bachelor’s degree in social sciences or a related field and four years of combined experience developing and implementing strategic and operational plans,  audit/corrective action/performance improvement plans, and budget development. Equivalent experience may be substituted year for year for required education. 
     
  • A strong knowledge of strategic planning, continuous improvement and assessment techniques with the ability to model leadership and consultative direction.
     
  • Experience interpreting State and Federal laws and regulations pertaining to public assistance programs.
     
  • Experience providing guidance, consultation, and direction to managers.
     
  • Demonstrated ability to navigate complex reports including computer system models.
     
  • Superior leadership and collaboration skill, including the ability to listen, understand, facilitate, and work skillfully and persuasively in a team setting without direct authority.
     
  • Creative problem solver, bringing fresh ideas and a progressive approach and new energy.
     
  • Demonstrated ability to work effectively and build collaborative relationships.

Economic Services Administration (ESA)/Community Services Division (CSD)
Within the Department of Social and Health Services, the Community Services Division (CSD) is responsible to determine eligibility for federal and state funded public assistance programs; including basic food, cash, medical and childcare subsidy programs.  The primary objective is to ensure that CSD offices are delivering the highest level of integrity and transparency with strict adherence to all federal and state laws, policies and procedures.  

Your role in the organization
Economic Services Administration (ESA)/Community Services Division (CSD) is currently recruiting for a Regional Financial Coordinator, a Washington Management Service (WMS) Band 2 position.  This position reports to the Regional Administrator and his/her designee; this position provides expert knowledge of the complex program and policy instruction, information and clarifications to Region 1 leadership and field staff.  This position exercises direction and authority in regards to the application of policy, process and multiple mission critical program areas inclusive of Case Integrity, Federal and State Audit compliance for carrying out the mission and vision of the Department in delivering services to the public in an accurate, timely and cost effective environment. 

This position is the subject matter expert on the development of effective, standardized procedures and processes and is responsible for providing reliable and professionally sound guidance; i.e. training recommendation, consultation and service to the other members of the Regional Program coordinators, Community Service Office Administrators, Supervisors, Lead workers and staff.
 Duties:
Duties include, but are not limited to:

Provide leadership, disseminate information and provide clarification for Community Service Office Administrators (CSOA's), financial supervisors and field staff to ensure financial services program goals are understood and achieved.

Ensure program policy and processes are administered to the field in a proactive, functionally appropriate manner which integrates technology, policy and the workforce, using the collection of data, analysis and projecting outcomes based on the current program expectations, the available workforce and the desired service delivery goal.

Supervise and provide leadership for the Administrative Hearings staff; establish standards of excellence regarding the delivery of Administrative Hearings expertise to the workforce; ensure completed work is accurate and in compliance with policy and law, which allows us to hold staff accountable to a set of standard of expectations around skills and abilities.

Represent the Region as a subject matter expert in development of policy or programs which adds value to the ability of the Community Service Office's (CSO's) to deliver timely, appropriate services to the populace and in a manner that guarantees equal access, equitable application of the rules and is streamlined and cost effective.  This would include soliciting feedback from the field to help to develop recommendations for change or additional program proposals.

Assist the CSOA's with subject matter expert advice and counsel in relationship to program delivery, understanding application of policy and or improving the skills and knowledge of the workforce.  Stand as a support for the supervisors in ensuring staff have the training, program knowledge and skill sets necessary to carry out their assigned tasks and meet deadlines and goals.

Act as the liaison and the Regional expert for the State with the CSD Statewide Supplemental Nutrition Assistance Program (SNAP) policy program manager in collaboration with the federal USDA Food and Nutrition Services.
 Qualifications:
Education, experience and competencies:
  • A Bachelor's Degree in social work, health or social science, public administration, or related field AND 4 years managerial experience in the service delivery field either in program or line management and/or equivalent years of work experience. (Equivalent experience may substitute year-for year for required education.)
  • Ability to manage a culturally diverse environment.
  • Knowledge of federal, state and department regulations governing statewide public assistance services and operations.
  • Knowledge of management principles, strategic planning, budget development and fiscal accountability.
  • Knowledge of the legislative and rule making process.
  • Ability to provide organizational leadership to support staff creativity, innovation and process improvement.
  • Ability to use independent judgment to analyze, prioritize and make critical decisions in a high-volume, results-oriented environment where outcomes come under scrutiny by the public and legislature.
  • Working knowledge of Union Management basic agreements, laws, rules and regulations governing public welfare, affirmative action and equal opportunity.
  • Knowledge of project management principles and practices, including experience developing and managing a project plan.
