For this key role, the UTC seeks an experienced and effective leader who is a strategic thinker, with experience working in the legislative environment and committed to the success of the state. AGENCY OVERVIEW
The UTC, since 1905 has been regulating the rates, services and practices of privately-owned utilities and transportation companies, including: electric, telecommunications, natural gas, water, and solid waste collection companies, private commercial ferries, buses and household goods movers. The agency also enforces pipeline and railroad safety standards.
The mission of the UTC is to protect consumers by ensuring that investor-owned utility and transportation services fairly priced, available, reliable and safe. The UTC helps consumers make informed choices; provides regulatory oversight in the absence of competitive markets; ensures consumer protection is maintained during and after the transition to more competitive markets; and ensures public safety is achieved by minimizing hazards resulting from company practices.

DUTIES:
The commission’s external environment is dynamic with a number of significant changes affecting industries regulated by the commission, including railroads, energy, and passenger transportation. This position is essential to responding to these changes, and as such, is responsible for ensuring the quality of legislative analysis and interactions.
This position provides leadership; coordination; and develops, reviews, and advocates for all agency legislative proposals. It also develops the agency’s position on bills proposed by other stakeholders. Such proposals typically are highly complex and affect the regulation of energy, telecommunications, solid waste, household goods moving, intrastate bus transportation, rail safety, low-level nuclear waste, pipeline private water systems, and passenger ferries.
This position negotiates with legislators and other stakeholders on the language in bills of interest to the commission. It also develops the legislative strategy; works directly with legislators, legislative staff, stakeholders, other agencies, and the Governor’s Policy Office; and testifies on behalf of the agency at legislative hearings and other events.
This position is a member of the commission’s Senior Management Team which determines the commission’s strategic direction and ensures effective management of the agency. This group is responsible for agency budgeting and financial management, strategic planning activities, broad organizational change initiatives and other significant management efforts.
QUALIFICATIONS:
The UTC is interested in candidates who meet or exceed the following qualifications:
Bachelor’s degree in economics, public administration, or related field.
Five years of experience as a legislative liaison, legislative committee staff or lobbyist preferably in the field of utilities and the regulation of utilities or comparable experience with a utility, public interest group or government agency.
Substantial written and oral communication skills, including the ability to interpret and explain state and federal laws and rules, and commission policies and practices, to a wide range of audiences.
Ability to work under the pressure of multiple priorities and tight deadlines.
Ability to develop relationships of trust with legislators, legislative staff, and lobbyists. Strong diplomatic and negotiating abilities.
Ability to work collaboratively in the development of commission policies and to advocate for the selected policy position.
In depth knowledge and understanding of the legislative process.
Ability to analyze and make recommendations on complex policy issues.
Although not required to apply for this position, the ideal candidate may also have the following desired knowledge and education or comparable:
Master’s degree in business or public administration, public policy or a related field.
Knowledge and understanding of the business interests of the companies the UTC regulates, and emerging trends, challenges, technologies and competitive environment of the markets in which these companies participate.
Understanding of the regulatory theory and practice; the current regulatory environment; federal statutes and regulations; state statutes and regulations; and UTC rules, procedures, policies, goals, objectives and strategies.
Knowledge of public entities and national bodies involved in utility, transportation and other issues and the actions they take that affect their industries.
In depth knowledge of Washington government.
