PROGRAM DESCRIPTION: In support of this mission, the Finance Division Financial Services provides accounting, budgeting, and payroll services to partner agencies to help them succeed in meeting their goals and fulfilling their responsibilities.
DUTIES:
The purpose of this position is to provide professional budget and accounting services for an assigned group of state agencies. Having Financial Services provide these services allows agency staff to focus their efforts on achieving the agency’s mission, fulfilling the agency’s strategic plan, and using its limited resources more efficiently to serve its constituencies.
The successful candidate will provide budget and management activities for multiple partner agencies with biennial budgets of up to $72 million by:
Budget Monitoring and Fiscal Analysis including comprehensive narrative statements, monitoring fund balances and accounts receivable activity, tracking agency performance, providing recommendations both actual and projected.
Biennial and Supplemental Budget Preparation and Submission including decision packages, performance measures, salary and benefits scenarios, Compensation Impact Model (CIM), recasting Agency Activity Inventories, and inputting into the Budget Development System, Capital Budget System, and the Results through Performance Management System. Biennial and Quarterly Allotments including internal agency adjustments, and Unanticipated Receipt packets.
Legislative Activities including assisting partner agencies with the analysis of proposed legislation to determine its impact, and preparing, reviewing, and releasing legislative fiscal notes.
Accounting Support including assisting supporting Accounting Analysts on proper accounting procedures and methods in accordance with generally accepted accounting principles, the State Accounting and Administrative Manual, Revised Code of Washington, Washington Administrative Code, agency policies, and other federal and state laws and regulations.
Federal and State Grant Monitoring including preparing and submitting requests for federal reimbursement, and assisting partner agencies on the preparation and submittal of annual federal financial reports.
Comprehensive Annual Financial Report (CAFR) Reporting including preparing and submitting disclosure forms in the Disclosure Form System.
QUALIFICATIONS:
Required Qualifications:
A minimum of two (2) years of college education with a focus in business, public administration, accounting, economics or related field AND at least three (3) years of professional experience in budget, finance, or accounting.
OR
A combination of relevant education and/or professional experience in budget, finance or accounting totaling five (5) years.
Preferred/Desired Qualifications:
Bachelor’s Degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent.
AND
18 quarter or 12 semester hours of accounting, auditing, or budgeting.
Knowledge of:
State government and agencies’ budgeting processes, governmental funding mechanisms, and accounting structures.
Washington state and federal legislative processes.
Principles of state budgeting and accounting.
State policies and laws, i.e., State Administrative and Accounting Manual (SAAM), Revised Code of Washington (RCW), and the Washington Administrative Code (WAC).
Generally Accepted Accounting Principles.
Procurement and contracting procedures.
State financial information technology systems.
State travel rules and regulations.
Problem solving and decision making processes.
Skills to:
