DUTIES:
Budget and grant management
Assists deputy director with preparation of biennial and supplemental budget requests

Establishes grant guidelines; issues notice of grant openings; reviews draft grant contracts and contract amendments for completeness and compliance with procedures; works with office contracts officer to develop contractual language for grant agreements; reviews and determines eligibility against grant application criteria; monitors and tracks grant progress and agreements to ensure compliance with scope of work, period of performance, and funding levels; tracks grant balances and takes proper action when grants expire; tracks expenditures against awards; processes grant payments
Assists counties in applying for grants and provides technical assistance when necessary Prepares and monitors budget and related fiscal reports to ensure grant audit compliance, adherence to county, state, and federal regulations, allowable cost, adequate budgetary constraints/controls maintenance, recommends adjustments when necessary, timely report submission, and compliance with generally accepted accounting practices and procedures
Prepares and maintains financial reports to the federal awarding agency
Prepares and provides status of accounts, both actual and projected, along with analysis and recommendations relative to activity costs and revenues
Reads and analyzes awarding agency audit findings and makes adjustments when necessary
Research and analysis
Researches elections, voting, and voter registration related issues; research may be conducted in partnership with other division programs
Prepares reports, presentations, publications, or other materials to aid in decision making, strategic planning, measure of improve program performance, determine program needs, or aid in implementing new program initiatives
Serves as division Learning Management System (LMS) power user and provides staff with trouble shooting, problem resolution, and general support
Contracts
Centralizes and organizes contracts and agreements within the division
Monitors and tracks contracts and agreements to ensure compliance with scope of work, period of performance, and funding levels
QUALIFICATIONS:
REQUIRED QUALIFICATIONS
Any combination of the following:
Bachelor's degree in political science, business administration, public relations, communications, education, or a related field
Three years of experience in governmental or not-for-profit accounting, budgeting, grant management or closely related field
Ability to efficiently use a personal computer and applicable software to successfully perform the essential functions of the position
Current Washington State driver's license or have requested and obtained an appropriate accommodation

DUTIES:
The purpose of this position is to provide professional budget and accounting services for an assigned group of state agencies. Having Financial Services provide these services allows agency staff to focus their efforts on achieving the agency’s mission, fulfilling the agency’s strategic plan, and using its limited resources more efficiently to serve its constituencies.
The successful candidate will provide budget and management activities for multiple partner agencies with biennial budgets of up to $72 million by:
Budget Monitoring and Fiscal Analysis including comprehensive narrative statements, monitoring fund balances and accounts receivable activity, tracking agency performance, providing recommendations both actual and projected.
Biennial and Supplemental Budget Preparation and Submission including decision packages, performance measures, salary and benefits scenarios, Compensation Impact Model (CIM), recasting Agency Activity Inventories, and inputting into the Budget Development System, Capital Budget System, and the Results through Performance Management System. Biennial and Quarterly Allotments including internal agency adjustments, and Unanticipated Receipt packets.

Budget Analyst 2 (Full-time; Permanent)
The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Budget Analyst 2 position located in the Wildlife Program, Administration Division. The duty station for this position is at the Natural Resources Building, Olympia, Thurston County.
The primary responsibilities for this position are: reviewing and analyzing financial data to provide accurate and timely information for making informed management decisions; monitoring financial balances and assisting project managers to resolve issues with expenditures; providing consultative financial services to managers in the development of budget proposals and allotments; providing training and assistance to program staff on the use of agency financial systems (e.g. CAPS Classic, CAPS Financial, and Enterprise).
DUTIES:
Provide consultative planning and detailed analyses to program staff in budget development and monitoring of accounts receivable and payable contracts. Monitor contract expenditures and provide direction to project managers on contract budget status. Help project managers facilitate contract resolutions with programs, agency, and contracting entities. Coordinate resolution and direction on over-expended contracts and un-billable expenditures. Provide training on using agency financial systems (e.g.
CAPS & CAPS Financial), and monitoring of monthly status reports.
Provide consultative planning and detailed analysis to program staff in the development and monitoring of annual and biennial budget allotments. Review allotment requests to ensure compliance with control totals, CAPS Financial, and activity-based cost allocations for accuracy. Review and analyze monthly expenditures and projections for fiscal year and biennial ending balances. Provide training to staff in allotment development and monitoring budget status reports.
Prepare and submit memo requests to the fiscal office; process program index coding change requests; and coordinate with the central budget office (new codes, revisions to existing codes, restricting codes). Recommend changes in existing procedures to improve program budget management and application; assist in the development of procedures and instructions.
Coordinate and conduct special studies and projects; assist with and/or develop projects and guidelines to implement approved recommendations for agency business and budgeting operations.
Perform other duties as assigned.
QUALIFICATIONS:
Education: Bachelor’s degree in business, public administration, accounting, auditing, or budgeting and at least two years of relevant professional experience. Four to five years of professional experience in budgets, management, or program analysis may substitute for education. A Master’s degree can substitute for some experience.
Experience*: Working knowledge of Washington State agency budgeting and accounting to include knowledge of OFM, Federal regulations, contracts/grants allotments and expenditures, governmental budget concepts and the Washington State budget, state purchasing and inventory requirements, and legislative process.
Licenses: Valid Washington State Driver’s License.

Budget Analyst 2 (Full-time; Permanent)
The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Budget Analyst 2 position located in the Wildlife Program, Administration Division. The duty station for this position is at the Natural Resources Building, Olympia, Thurston County.
The primary responsibilities for this position are: reviewing and analyzing financial data to provide accurate and timely information for making informed management decisions; monitoring financial balances and assisting project managers to resolve issues with expenditures; providing consultative financial services to managers in the development of budget proposals and allotments; providing training and assistance to program staff on the use of agency financial systems (e.g. CAPS Classic, CAPS Financial, and Enterprise).
DUTIES:
Provide consultative planning and detailed analyses to program staff in budget development and monitoring of accounts receivable and payable contracts. Monitor contract expenditures and provide direction to project managers on contract budget status. Help project managers facilitate contract resolutions with programs, agency, and contracting entities. Coordinate resolution and direction on over-expended contracts and un-billable expenditures. Provide training on using agency financial systems (e.g.
CAPS & CAPS Financial), and monitoring of monthly status reports.
Provide consultative planning and detailed analysis to program staff in the development and monitoring of annual and biennial budget allotments. Review allotment requests to ensure compliance with control totals, CAPS Financial, and activity-based cost allocations for accuracy. Review and analyze monthly expenditures and projections for fiscal year and biennial ending balances. Provide training to staff in allotment development and monitoring budget status reports.
Prepare and submit memo requests to the fiscal office; process program index coding change requests; and coordinate with the central budget office (new codes, revisions to existing codes, restricting codes). Recommend changes in existing procedures to improve program budget management and application; assist in the development of procedures and instructions.
Coordinate and conduct special studies and projects; assist with and/or develop projects and guidelines to implement approved recommendations for agency business and budgeting operations.
Perform other duties as assigned.
QUALIFICATIONS:
Education: Bachelor’s degree in business, public administration, accounting, auditing, or budgeting and at least two years of relevant professional experience. Four to five years of professional experience in budgets, management, or program analysis may substitute for education. A Master’s degree can substitute for some experience.
Experience*: Working knowledge of Washington State agency budgeting and accounting to include knowledge of OFM, Federal regulations, contracts/grants allotments and expenditures, governmental budget concepts and the Washington State budget, state purchasing and inventory requirements, and legislative process.
Licenses: Valid Washington State Driver’s License.
Competencies:
Advanced skills in personal computers including all Microsoft Office programs.

This position reports to the Chief Financial Officer (CFO).
QUALIFICATIONS:
DEL is most interested in candidates who meets or exceed the following criteria:
Bachelor’s or Master’s degree in accounting, finance, budget, public administration or closely allied field and at east three years experience in budgeting/accounting which includes budget development. Experience should include: budget and allotment preparation and management reporting, preparation of budget projections and completing analysis on budget related information, use of state budgetary and financial systems including TALS, BDS, CBS, SPS, Enterprise Reporting.
Experience conducting legislative bill analysis and preparing agency fiscal notes.
Experience projecting fees in a self-supporting budget environment.
Experience presenting budget information to Executive Leadership and legislative staff.
Ability to oversee staff work and coach, mentor and lead staff.
Proficient in Microsoft Excel, Word, PowerPoint and Outlook.
Effective oral and written communication skills.
Ability to manage multiple projects and meet deadlines.
Ability to collaborate with others to produce timely and effective results.
Ability to interpret budget policies and procedures for staff and other administrative personnel; recommend changes to policies and procedures: advise executive management, staff and other administrative personnel, representatives from other state agencies, and various committees regarding the implementation of fiscal legislation and agency policies and procedures.
Ability to speak on behalf of the Chief Financial Officer to other departments, OFM, legislative staff, and outside agencies to explain, justify, and defend agency programs, polices and activities: negotiate and resolve sensitive, significant and controversial issues.

This is the highest budget and finance position in the administration, with the primary role to provide leadership in budget, financial and management services to support the mission and goals of BHSIA. This includes providing exceptional guidance and oversight for major functional areas including biennial and supplemental budget development and oversight, preparation of fiscal projects, accounting, audit, and participation in provider rate development for DSHS funded behavioral health services.
The Senior Financial Officer recognizes and identifies risks, applies best practices and ensures consistency across the administration in budget and finance operations. This leadership position applies an enterprise risk management approach to develop policy, guidelines, and monitoring tools in order to identify and protect the personnel, property, reputation and financial assets of the administration.
QUALIFICATIONS:
Successful candidates will have a Bachelor's or Master's degree in business, preferably in accounting or finance, and eight to ten years of progressively responsible budget and accounting roles within healthcare, corporate or agency environment.
Desirable experience includes:
Demonstrated experience in working with multi-resourced budgets and complex accounting systems, ability to set priorities in a fast-paced multi-faceted environment; effective communication and team-building skills and understanding of complex organizational governance.
