DESCRIPTION:
The Office of Financial Management’s (OFM’s) mission is to provide accurate, timely, and objective information; fiscal services; and leadership to support the Governor, Legislature, and other state agencies in serving the people of Washington. This position provides direct support to those goals by working to ensure that enterprise budget and facilities systems meet the business needs of the agency and provide accurate information for decision makers and business users.
These positions are an opportunity to be involved in the strategic direction for finding ways to solve business problems, improve data and make those plans a reality. The Business Analyst’s objective is to transform the state enterprise and OFM’s business operations by solving business problems through information technology solutions. The incumbent’s serve as OFM’s highest level “expert” consultant, supporting highly-complex and mission critical enterprise systems, these positions will support enterprise and other systems. The incumbent will have substantial interaction with agency executives and other staff both at OFM and at all levels in other agencies and vendor organizations. This position’s work significantly impacts system users in all three branches of state government and higher education because all system work builds on the work performed by the Business Analyst, envisioned as the bridge to system developers.
For the Accounting and Administrative position: OFM is looking for candidates with deep subject matter expertise in financial and administrative operations with at least four year experience using the systems supporting those processes as a tool. The successful candidate will have an interest in finding ways technology can solve business problems and improve data.
For the Human Resources position: OFM is looking for candidates with deep subject matter expertise in human resources operations with at least four year experience using the systems supporting those processes as a tool. The successful candidate will have an interest in finding ways technology can solve business problems and improve data.
For the Forecasting position: OFM is looking for candidates with at least four year experience working with highly complex forecasting systems. The successful candidate will have an interest in finding ways technology can improve data.
DUTIES:
Provides expert-level consultation to OFM and other agency customers to understand business requirements and identify possible technology changes and solutions:
Effectively engages business staff to identify business requirements.
Facilitates and leads project work sessions.
Follows a structured process to gather information, define problems; determine needs, and; identify possible solutions.
Manages stakeholder expectations.
Builds positive relationships and credibility with business units.
Applies advanced technical knowledge to evaluate and resolve complex tasks.
Prioritizes requirements based on big-picture business knowledge.
Translates business needs into technical requirements.
Actively participates in design meetings and makes recommendations to ensure system design meets business requirements.
Participates in designing prototypes.
Identifies system constraints, implications, and consequences of system changes. Appropriately documents the requirement gathering sessions to sufficiently f trace to deliverables.
Ensures documents are kept current.
Translates system requirements into prototypes.
Documents “as is” and “to be” processes in flowcharts.
Effectively translates business problems and solutions to technical staff.
Delivers presentations to business leaders and stakeholders.
Produces project status reports for the business owner and agency executives
QUALIFICATIONS: Minimum Qualifications
The ideal candidate will have:
Education: A bachelor’s degree in business, computer science, or political science from an accredited college or university recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA).
Business Experience and Knowledge: Ability to conceptualize big-picture of state budget processes with at least four years of experience using state enterprise financial and administrative systems as a tool. A willingness to learn the business needs of OFM facilities’ management.
General Work Skills: Must be self-motivated, detail oriented, and able to work independently with little oversight. The candidate we seek is someone with effective time management skills who can prioritize tasks and produce quality work on time. Additional desirable skills include: flexibility to work with ambiguities and contradictions to resolve issues; independent problem solving capability; excellent analytical skills; able to effectively review work products with project team to ensure accuracy and buy-in.
Communication Skills: Excellent communication skills that is appropriate to both the complexity of the topic and the understanding of the audience and the ability to ask the right questions. Can produce clear and concise written documentation for all audiences, including readers with no budget experience.
Planning and Organization Skills: Capable of effectively organizing multiple assignments, sometimes involving competing priorities, to produce work products and services that are accurate, thorough, and timely.
Interpersonal Skills: Skill to effectively interact with others, both individually and in group settings. Experience facilitating meetings to ensure that all participants have the opportunity to provide input. Good listening skills to elicit business problems and system requirements. Works cooperatively with other team members and contributes to group solutions, using collaboration and persuasion to influence buy-in and direction. Always treats others with professionalism and respect, even if they are angry or difficult.
Computer Skills: Ability to use Microsoft Office products, including Word, Excel, and PowerPoint).

Administration, Accounting, or Information Technology from an accredited college or university recognized by the U.S. Department of Education and the Council for Higher Education
Accreditation (CHEA). Training from the International Institute of Business Analysis (IIBA) and, ideally, designation as a Certified Business Analysis Professional (CBAP).
Business Experience and Knowledge: Five years of increasingly responsible experience using state operating, transportation and capital budgets as tools. Business understanding of state facilities inventory and portfolio management, including global information systems and geospatial data.
Information Technology Skills: Understanding of technology management and analysis, such as software development life cycle, project planning, scope analysis, requirements analysis, data requirements, systems analysis and design, business process analysis, data modeling, security and implementation.
Process Analysis Skills: Expertise in conducting analysis of a business process or problem to identify r gaps and the downstream impact of possible changes. Experience developing diagrams to illustrate business as-is and to-be processes with text as necessary.
Change Control Management Skills: Adept at understanding and using good change control procedures.
Computer Skills: Ability to effectively use Visio software.
