The Toxics Cleanup Program(TCP) within the Department of Ecology is looking to fill a Policy, Rule and Report Coordinator (Environmental Specialist 2) position. This position will work out of our Headquarters Building in Lacey, WA.

This position provides research and analysis for tasks related to producing program reports, rulemaking, and policy development. The program is required to produce a variety of reports for the legislature. This position also assists policy unit staff in support of policy development and communication and provides key coordination and support needed for tasks related to rulemaking activities. The person in this position frequently interacts with staff in other offices within the agency, with other government agencies, and with the general public.

Some of the key work activities of the Policy, Rule and Report Coordinator include:

Under direct supervision of the unit supervisor and/or project technical leads, performs the following activities in support of writing the program’s legislatively required reports:
  • Using cleanup site information from ISIS, this person will be responsible for assembling, analyzing and verifying data used to produce the MTCA Biennial Report and the 10-year Financing Plan. These two reports alone comprise over 35 tables and figures providing key information such as sites and grant monies by geographic area, sites cleanup sorted by site hazard ranking, cleanup type, types of grants, and other program expenditures attributed to the MTCA revenue stream. There is also a one-time report due to the legislature in November 2016 on model remedies. This report will be compiling historic LUST site data and newer model remedy site data. This position will also be assisting the Model Remedy Program lead to product this report.
  • Data reporting – working with our communications staff and project manager, the person in this position will be responsible for report production of clear, accurate tables, maps, and other figures associated with the legislative reports.
Under direct supervision of the unit supervisor and/or project technical leads, performs the following policy development and rule-related activities:
  • Assists with project administration related to development of draft rules, policies, and procedures, including guidance and technical support materials and public outreach.
  • Conducts scientific, economic, or other studies, surveys or analyses in support of policy and rule development.
  • Maintains “The Cleanup Project Managers Toolkit” SharePoint site.
  • Contacts staff and stakeholders to obtain information needed to develop recommendations and make decisions related to organizing and preparing outreach activities.
  • Works both independently and as part of a large team to complete specific activities related to coordinating multiple aspects of rulemaking. Assists with public meetings, prepares correspondence, writes and distributes announcements.
Rulemaking administration: Coordinate with Rule and Accountability staff to understand, communicate, and document APA rulemaking requirements.
  • Maintain official rulemaking files.
  • Assist technical staff in developing rule filing packets to meet the Administrative Procedures Act (APA) and agency requirements.
  • Develop Site Register input for TCP regulatory and policy notifications.
  • Work with the Rule Making at Ecology SharePoint site.
  • Assist in preparing responses to public comments as required by the APA.
Assists with outreach and communication activities.
  • Develop and maintain email lists for stakeholder communications.
  • Assist in providing public access to rulemaking materials (develop web pages, post technical reports, produce focus sheets, assist with graphical display of technical information).
  • Respond to inquiries from stakeholders regarding questions about process and implementation plans.
  • Assist with planning and facilitating public meetings, conferences and workshops (arrange logistics for committee meetings; compose correspondence; keep records and spreadsheets related to schedules, registration, and costs; assist with onsite activities).
  • Develop brochures and various communication materials, including graphics, charts and other visual displays.

Required Qualifications:
A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND one year of professional level experience in environmental analysis or control, or environmental planning.

OR

A Master's degree in one of the above fields.

All successful candidates must possess a demonstrated ability to work independently, use judgment in making decisions, prioritize tasks, prepare clear and concise reports without grammatical errors, and effectively communicate with coworkers, stakeholders and the public.
Some of the professional level experience in environmental analysis or control or environmental planning could include the following:
Assists in the research and compilation of basic information for use in regulation or policy development.
Enters and maintains basic databases or inventories.
Assists in preparing for public meetings, hearings and workshops.
Assists with routine inspections or investigations of facilities or project sites which require specialized knowledge of industry processes, pollutant sources, or natural processes.
Responds to routine inquiries or requests for technical assistance regarding the scientific background and technical implementation of agency programs.
Reviews plans for technical accuracy and makes recommendations to higher level staff.
Maintains and utilizes computerized environmental databases in support of technical projects.
Reviews routine permit applications for technical accuracy and makes recommendations regarding the scientific merit of the proposal.
Provides environmental technical and administrative assistance to grant/contract/loan recipients in the planning, design, construction and implementation of environmental protection projects.

Desired Qualifications:
Be familiar with MTCA (173-340 WAC).
Have experience organizing and scheduling stakeholder meetings.
Strong computer skills and experience using Excel and SharePoint.
A knowledge of graphical representation methods and basic statistics.
Strong technical writing skills.

POSITION PROFILE:
This is a great opportunity to work in a challenging, fast-paced, executive environment.  This full-time  position will be responsible for handling the administrative functions for  the Policy Director/State Forester,  who reports directly to the Commissioner of Public Lands, as well as up to five policy staff.
This position will perform complex administrative duties that require independent judgment, accountability,  confidentiality, organizational and prioritization skills, and outstanding interpersonal skills.  The incumbent  will be responsible for, but not limited to, the following:
Interacting directly with agency staff at all levels, executives and leaders from other public and  private sector organizations, the environmental community,  and other stakeholder groups; Interacting directly with elected tribal officials, executives and staff from Washington’s twenty-nine  federally-recognized tribes;
Effectively coordinating executive calendaring and meeting management to include scheduling  conference rooms, public meeting locations, meeting minutes, and other meeting logistics; Tracking deadlines and assignments for the Policy Director/State Forester as well as prioritizing  incoming and outgoing requests; assessing assignments and involving necessary agency staff as  needed to ensure completion of assignments in a timely manner;
Coordinating and managing the agency’s on-lline policy and procedures manual, including updating,  ensuring appropriate review of proposed policies, and routing new or amended policies and standard  practice memoranda for approval;
Coordinating correspondence, including drafting correspondence and organizing necessary  information for signature documents;
Coordinating all aspects of travel arrangements to include detailed itineraries;
Assisting in special projects to include preparing reports, legislative testimony and other high level  documents for presentations;

The Role

This position will report directly to the Chief of  Staff and will lead a small team of policy analysts and interns. The position may reside in either Seattle or  Olympia.
Compensation

DUTIES:
Primary duties include:
Policy Research and Development: Develop, lead, and execute the Attorney General’s Office’s public  policy initiatives. This position is responsible for the execution of high quality research reports, white  papers, and other key deliverables that advance the AGO’s policy priorities.
Multi-state Policy Issue Oversight: Manage the AGO’s involvement in multi-state public policy issues  including making recommendations on state and federal policy issues and staffing the Attorney  General on National Association of Attorneys General (NAAG) policy committees.
Support Legislative Agenda: Collaborate with the Legislative Affairs Director to provide policy
 support to advance Attorney General Request legislation with the Washington State legislature.  Past  legislation has included bills to protect veterans, enhance consumer protection, protect public safety,  and improve government transparency.
Engage Stakeholder Groups: Work with state agencies, state and local governments, and stakeholder  groups to advance the policy priorities of the AGO.

Lead Team: Lead a high-functioning team of policy analysts and interns.

POSITION DESCRIPTION:

Seattle Public Utilities (SPU) is seeking either an undergraduate or graduate intern to gain experience and knowledge with our Risk and Quality Assurance Program in the Finance and Administration Branch.

This intern will report to the Program's Policy Advisor.
SPU's Risk and Quality Assurance (RQA) Program seeks to ensure decision-making and day-to-day operations are reasoned, transparent, consistent and cost-effective. Policies and procedures support this goal by clearly establishing and communicating how SPU conducts business and what is expected of staff and customers.

There is currently one internship opportunity available and will be filled at either the undergraduate or graduate level. The projected start date for this internship is late-March or early-April. This internship is for up to 18 months or graduation, whichever comes first. We require a 1-year commitment for this internship.

Learning objectives include:
• Gaining enhanced policy and procedure development skills
• Gaining experience working within a large public sector agency
• Gaining exposure to utility services, roles and responsibilities, and business processes.

Pay Rates:
Undergraduate - $15.12/hr
Graduate - $18.53/hr

JOB RESPONSIBILITIES:
Under close supervision, this internship, which is for up to 20 hours per week, will:
• Assist the division by reviewing and coordinating the approval of policies and procedures
• Interview policy owners, edit draft documents, and ensure approval processes are completed
• Have a lead role in implementing an annual awareness campaign on key messages for employees
• Work with topic owners to develop messages
• Craft layout, and coordinate with the Web and communications team for publishing
• May be asked to work with other team members conducting research or data analysis in support of investigations

QUALIFICATIONS:
Education: Applicants must be a junior or senior undergraduate student, or a graduate-level student pursuing a degree in Public Policy, Public Administration, Business Analysis, Technical Writing, Communications or a closely related field.

Undergraduate students must be currently enrolled full-time for 12 credit hours, or the school's full-time equivalent if different, for the duration of the internship.

Graduate students must be currently enrolled full-time for at least 9 credit hours, or the school's equivalent if different, for the duration of the internship.

Exception: Students are not required to be enrolled during the summer sessions, but must provide documentation of continued Fall enrollment at the end of Spring quarter.
Undergraduate students must maintain a 2.0 GPA; graduate students must maintain a 3.0 GPA.

Experience requirements:
• Demonstrated superior writing skills
• Good analytical thinking, problem solving, research, communication, organization, interpersonal and facilitation skills
• Ability to recognize when and how to escalate issues for discussion and resolution

Hours: During school sessions, work hours will be scheduled to complement class schedules (15-20 hours per week). The internship opportunity may permit up to 40 hours per week during breaks and summer months. Work is normally between the hours of 8:00 AM and 5:00 PM, Monday - Friday.
